Job Duties

The Virginia Department of Transportation (VDOT) is excited to offer and announce an opportunity to serve as a Debt Innovative Financial Analyst in our Central Office Financial Planning Division. This position is located in Richmond Virginia.

The selected candidate will conduct advanced technical analyses and evaluation of transportation projects feasibility studies debt structures and public private transportation proposals in order to formulate financial and legislative policies advanced by VDOT Financial Leadership Transportation Commissioner and Secretary of Transportation.

Responsibilities include but are not limited to:

Commonwealth Transportation Board Debt: Conduct advanced analyses research and evaluation of VDOTs debt position and capacity. Review proposed and existing legislation pertaining to financing of transportation projects to determine long and shortrange financial impacts and recommend necessary action. Assist in planning structuring sale and closing of bond issues.

PostIssuance Debt Management: Work with internal stakeholders to ensure there are sufficient appropriations to pay project expenditures and debt service payments. Analyze project expenditures to determine appropriate bond reimbursement amount. Communicate coordinate and collaborate with other internal and external entities as appropriate to ensure a smooth process.

Compliance: Review and report on status of meeting spending exceptions. Coordinate Arbitrage Calculations with appropriate private sector contacts and review final reports for accuracy. Work with all levels of staff to ensure document integrity is maintained. Work with Bond Counsel as necessary regarding any issues related to postissuance compliance. Assist in preparing the Annual Continuing Disclosure and related activities.

Record Management: Maintain accurate and updated records for all processes and procedures for assigned business areas. Keep records of any instances where improvements can be referenced for possible inclusion into future procedures.

Internal Controls Procedure Documentation and Process Improvement: Maintain familiarity with ARMICS and other policy and procedure documentation and controls for assigned area. Identify changes or updates required to improve the completeness and accuracy of the documentation. Respond to inquiries from various audit groups. Identify process improvement opportunities and innovative solutions to business needs and lead implementation.

Innovative Finance Program Management: Daily management of assigned programs including but not limited to the Transportation Partnership Opportunity Grant program the Virginia Transportation Infrastructure Bank program State Infrastructure Bank program. Support and assist leadership as needed surrounding any Public Private Partnership initiative that will have a public contribution element.

Customer Service and Special Assignments: Proactively assist internal and external customers in identifying and resolving financial issues. Facilitate the resolution of all issues and problems providing guidance and direction to VDOT districts and divisions. Exhibit professionalism and courtesy in all interactions with internal and external customers. Perform other administrative or special projects as assigned.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request with coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided with an emergency operations assignment.

Once onboarded this position may be eligible for telework opportunities; availability hours and duration of telework shall be approved as outlined in the Commonwealth telework policy (only for eligible positions).

VDOT utilizes a marketbased pay program which has been approved by DHRM. Therefore advertised rates of pay may or may not align with the Commonwealth pay bands.

Additional positions may be filled from this recruitment within 90 days.
