Job Title:Compliance Analyst(MA5
Location:Olympia WA Hybrid. Mostly remote with occasional travel to the Olympia Headquarters office for training and audit related meetings.

Salary: $74724 $ 100524 Annually.
To accomplish our mission of protecting children and strengthening families so they flourish the Dept. of Children Youth and Families (DCYF) relies on funding from a variety of sources each of which carries its own requirements. DCYF is looking for prudent individuals to help ensure that DCYF maintains compliance with the Child Care Development Grant (approximately $408M per year) and meets its reporting requirements through a variety of tasks focused on quality assurance and process control.

The Opportunity (Management Analyst 5:
In this role you will provide a highly specialized and technical skillset expert level analysis and extensive documentation that will help to ensure DCYF is meeting its financial accountability standards. Due to a multimilliondollar audit finding this position is critical to the elimination of future findings and is mandated by the Legislature. In addition your fund utilization analysis will serve a crucial role in informing the Working Connections Child Care per capita forecast; A program which is expected to exceed $1B in fiscal year 2027.
This position provides an opportunity for growth and can function as a stepping stone to other roles. It fills a niche that requires both the knowledge of Washington State accounting practices that and technical knowhow both of which would be applicable to any Washington State agency. In addition we also offer resources to refine new skills and stay up to date on the new methods through our offices DataCamp license.
Through this position an individual is able to make a difference by helping to preserve funding that over 42000 families in Washington State rely on for access to affordable child care.
An assessment of programming competency may be administered due to the technical nature of this position.
Some of what you will do:
- Coordinate validate and document highly complex financial data.
- Utilize SQL knowledge to isolate specific transactions made through the Social Services Payment System (SSPS).
- Coordinate with program staff and the SSPS team each month to ensure that all account coding related to the child care subsidy program is correct and up to date.
- Ensure payments are marked for the correct source of funds and accounts when transmitted to AFRS.
- Work with the Economic Services Administration (ESA) division of the Department of Health and Human Services (DSHS) to ensure that any problems are documented corrected and fully resolved.
- Work with the cost allocation unit budget office and program to ensure corrections to funding are accurately reflected in the financial data.
- Analyze and research cost allocation forecasting data.
- Forecast state and federal split for use in the forecasttobudget files .
- Remain up to date on current rules and maintain awareness of any changes to available programmatic funding streams.
- Document all aspects of processes for auditors to reference to convey the soundness of established processes.
Required Qualifications:
- Bachelors degree in finance information science or computer science AND five years of experience in the following:
- Experience in writing moderately complex SQL scripts views stored procedures and triggers using MS SQL TSQL. Considerations will be made for SAS or languages such as Python R etc.
- Experience with ETL (Extract Transform Load) using SQL Server Management Studio. Considerations will be made for SAS or languages such as Python R etc.
- Experience with quality assurance and process control.
OR
Equivalent combination of education and experience totaling nine years in the following:
- Experience in writing efficient and moderately complex SQL scripts views stored procedures and triggers using MS SQL TSQL. Considerations will be made for SAS or languages such as Python R etc.
- Experience with ETL (Extract Transform Load) using SQL Server Management Studio. Considerations will be made for SAS or languages such as Python R etc.
- Experience with quality assurance and process control.
In addition to those required qualifications our ideal applicant will also have some or all of the following demonstrated knowledge skills and abilities:
Previously demonstrated knowledge skills and abilities:
- Familiarity with the Agency Financial Reporting System (AFRS).
- Familiarity with the Social Services Payment System (SSPS).
- Familiarity with Child Care Development Fund (CCDF) and Temporary Assistance for Needy Families (TANF) rules.
- Familiarity social service program funding.
- Ability to conduct through analysis and assessments from a variety of information sources.
- Analytical and reasoning skills: document processes and outcomes for consistency and completeness.
- Proficient in Microsoft products with advanced level in Excel.
