Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking an Organizational Change Management Analyst to join our team.


Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.


Harris County is the third largest and most diverse county in the nation with a population of more than 4.7 million. Harris County Commissioners Court the Countys governing body directs a budget of more than $4 billion providing essential services including flood control infrastructure healthcare housing and justice administration.

Position Overview:

The Organizational Change Analyst will lead and support the adoption and integration of digital tools systems and processes during the lifecycle of enterprise-level projects.


Job Responsibilities:

  • Responsible for planning and executing change strategies driving stakeholder engagement and fostering a culture of continuous improvement and streamlined communication.

  • Position works closely with cross-functional teamsincluding Digital IT leadership and business stakeholdersto ensure that change initiatives are successfully implemented with minimal disruption and maximum adoption

  • This role will also involve communicating change impacts developing training and support materials and assessing readiness across teams

  • Partner with project managers and business leaders to develop and execute tailored communications for change management

  • Channel Selection: Choose the appropriate communication channels and updates channels (e.g. newsletters presentations meetings) to reach different audiences effectively.

  • Develop Training Plans: Create comprehensive training programs that address the specific needs of the organization and its employees.

  • Design Training Content: Develop engaging and effective training materials including presentations workshops and online modules.
