The Vacancy Basic Function Minimum Qualifications

THE VACANCY:
This recruitment is open and promotional meaning all are welcome to apply and current employees in permanent positions are eligible to receive seniority credit and promotional placement once passing all exams.

There is currently one vacancy in the Human Resources Department 8 hours per day 5 days per week 12 months per year).

Under the direction of the Coordinator Credentials perform duties to assist in the efficient and effective operations of the Human Resources Division in the area of hiring and supporting certificated personnel; evaluating and analyzing certificated applications assignments and credential renewals to assure compliance with credential requirements; processing of employees according to Board Policy California Department of Education (CDE) Code and the Collective Bargaining Agreement (CBA).

MINIMUM REQUIREMENTS:
EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school supplemented by collegelevel course work in human resources management or a related field and three years of responsible and technical human resources management or related field experience. One year of experience in performing employee credential analysis functions is desired.

Job Responsibilities

REPRESENTATIVE DUTIES:
ESSENTIAL DUTIES:
Evaluate and analyze certificated candidate applications including: verification of compliance with credential requirements such as: Commission on Teacher Credentialing (CTC) Elementary and Secondary Education Act (ESEA) and English Learner Authorization (ELA) for positions.

Determine salary placement through the evaluation of transcripts and employment records.

Evaluate credential status of certificated employees advise employees of impending expirations and timelines for extensions/renewals.

Process verify and approve certificated personnel requisitions.

Process in conjunction with Human Resource Technicians selected certificated candidates.

Assist assignment monitoring for credential and ESEA compliance.

Audit track and update HR system and personnel files with data such as district seniority date contract status years of service credentials state licensing National Board Certification and salary placement.

Provide assistance and information to employees and applicants concerning current laws and requirements pertaining to a variety of credentials issued by the CTC.

Research of CTC CDE Code ESEA and CBA documents rules and regulations to determine appropriate course of action.

Process waivers for certificated employees who do not meet mandated minimum requirements for various permits.

Represent NMUSD at District CCTC CDE and the Orange County Department of Education meetings.

Interact with payroll fiscal State Teachers Retirement System (STRS) Public Employees Retirement System (PERS) and the Benefit Management department.

Verify longterm substitute credentials for compliance.

Assist in Notices of Employment documentation.

Issue certificated contracts/letters of intent step advancements Reduced Workload Program parttime contracts and shared contracts.

Evaluate transcripts of preschool teaching candidates for the Classified Personnel Commission.

Monitor National Board certifications and doctorate degrees for continued placement on the salary schedule.

Assist site administrators in understanding credential requirements and ESEA compliance.

Maintain current knowledge regarding new laws rules and regulations governing credentials and ESEA compliance.

Assist Coordinator Credentials with activities reports and other duties as assigned in meeting the requirements of a clear credential.

Prepare maintain and submit a variety of records files and reports pertaining to assigned activities; compose correspondence letters memos forms and other documents as needed.

Operate a variety of office equipment including a computer and assigned software.

OTHER DUTIES:
Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
Current laws regulations and rules related to credentialing including Board Policy Education Code ESEA CTC and CDE regulations.
Practices and procedures related to certificated personnel.
Operations policies and objectives relating to human resources activities.
Correct English usage grammar spelling punctuation and vocabulary.
District organization operations policies and objectives.
Recordkeeping and report preparation techniques.
Current office practices procedures and equipment including personal computers and supporting software applications data base management and word processing.
Techniques of public relations.

ABILITY TO:
Research read interpret and apply district policies Education Code collective bargaining agreements and Federal and State regulations pertaining to credentialing and hiring practices.
Provide technical information and assistance to others concerning employment policies and personnel transactions related to credentials and other human resources matters.
Communicate effectively both orally and in writing utilizing tact patience and courtesy
Establish and maintain cooperative and effective working relationships with others.
Maintain and organize records and prepare accurate reports.
Learn detail and complex procedures.
Analyze situations accurately and adopt an effective course of action.
Work independently with little supervision.
Work confidentially with discretion.
Operate a variety of office equipment and computer programs/software.
