Primary Purpose:
Direct and manage district administrative and human resource activities to ensure legally sound and effective management practices. Responsible for the development and implementation of human resource programs to include wage and salary administration recruitment and staffing and employee communications.
Qualifications:
Education/Certification:
Masters degree in education or managementrelated field
Principal (EC12 or other appropriate TEA certificate
Special Knowledge/Skills:
Knowledge of and experience in the campus level administration.
Knowledge and understanding of the Texas Education Code.
Knowledge of the selection training and supervision of personnel
Knowledge of wage and salary benefits and employee communications programs
Knowledge of school employment law and hearing procedures
Ability to interpret policy procedures and data
Ability to manage budget and personnel
Strong communication public relations and interpersonal skills
Experience:
At least five years successful school administration experience or an equivalent amount of human resource management experience in the private sector.
Major Responsibilities and Duties:
Leadership
- Interprets school law and serves as liaison with school district attorneys and TASB legal staff.
Employment
- Work cooperatively with principals and supervisory staff to select personnel for all school district assignments.
- Coordinate the district application and recruitment program and ensure that the district is represented in a positive and professional manner.
- Coordinate orientation and training programs for new employees (i.e: New teacher substitutes)
- Administer the district employee appraisal program and ensure that it is implemented effectively and uniformly.
- Administer employment contracts and contract renewals.
- Plan evaluate and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations.
- Review applicants for administrative positions.
- Assist supervisory personnel in conducting dueprocess procedures.
- Oversee the necessary processing for issuance and renewal of state certificates and permits.
- Oversee the substitute employee program.
Compensation
- Develop and implement procedures for administering salary and other forms of compensation that effectively implement policies adopted by the board.
- Direct the preparation and revision of job descriptions and the classification of positions in the district compensation plan.
- Administer the teacher salary schedule and ensure compliance with the states minimum salary schedule requirements.
- Administer the exempt and nonexempt compensation programs and ensure compliance with federal wage and overtime laws.
- Provide cost analysis of salary and wage adjustments for the budgeting process.
Employee Relations
- Use management practices that promote collegiality teamwork and collaborative decision making among staff.
- Develop and implement procedures to ensure that employees are kept wellinformed of personnel policies procedures and programs that affect them.
- Implement and oversee effective districtwide employee service award program.
- Implement policies associated with and oversee processing of employee complaints and grievances 504 Sexual Harassment and Title IX).
- Ensure that the employee handbook is created updated annually and distributed.
Budget
- Work with others to compile and report projections of staff and facility needs.
- Compile budgets and cost estimates based on documented program needs.
- Implement the policies established by federal and state laws State Board of Education rule and local board policy in the area assigned.
- Develop the annual personnel plan for superintendent review and Board adoption.
Records
- Work with others to maintain uptodate Board Policies..
- Supervise personnel records management and oversee required state records management
program.
- Serve as designated records management officer.
- Develop and maintain systems for retrieval of information in support of all programs.
- Compile maintain file and secure all physical and computerized reports records and other required documents.
- Recommend policies that improve programs.
Other
- Attend board meetings regularly prepare reports as the Superintendent requests make presentations to the board and oversee the preparation or records by staff supervised.
- Participate in professional development activities to maintain current knowledge of rules regulations and practices related to human resources student and administration.
- Plan develop and revise district policies in accordance with state legislation for submission to the Board for adoption.
- Respond to questionnaires and surveys relating to district information.
- Oversee the operation of the student teacher program in the district.
- Informs the superintendent of community concerns problems and areas of potential controversies.
- Participate in social professional civic volunteer and community agencies and groups having an
interest in the schools.
- Performs other duties as directed by the superintendent of schools.
- All other duties as assigned.

- Executive Assistant Human Resources Specialists and Director of Human Resources
