Position Overview

The Division of Early Childhood is seeking to hire an energetic and detailoriented manager to oversee the statewide operations of the Department of Human Services Home Visiting Program in Cook County. Provides professional leadership technical assistance and consultation to grantees and vendors to ensure the quality of services. Provides programmatic oversight of budgeting Grant Accountability and Transparency Act GATA/grantmaking contracting procurement fiscal and program compliance and quality assurance. Supports Division and/or Bureau Leadership in federal grant writing submissions and reporting.

Essential Functions

  • Serves as Home Visiting Program Manager.

  • Provides professional direction leadership and consultation to grantees and vendors delivering technical assistance services in a variety of agencies to improve the qualityofservice delivery.

  • Serves as fullline supervisor.

  • Participates with the Division of Early Childhood (DEC)/ Home Visiting program staff and the programs training and technical assistance grantees in development of statewide and regional training activities regarding evidencebased home visiting models (e.g. Health Families Illinois and/or Parents as Teachers Models) for communities health departments and local grantees providing home visiting services to ensure the training addresses deficiencies in program quality and operational and service delivery problems identified through Continuous Quality Improvement/Assurance audit reviews. .

  • Provides programmatic oversight of budgeting Grant Accountability and Transparency Act (GATA)/grantmaking contracting procurement fiscal and program compliance and quality assurance.

  • Supports Division and/or Bureau Leadership in federal grant writing submissions and reporting in an accurate and a timely manner using Microsoft Office Suite graphs charts and maps.

  • Represents the Division Director and/or Bureau Chief at workshops seminars retreats and lectures to enhance professional growth in maternal and child health and family support.

  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four 4 years of college with course work in a social or human services field.

  • Requires three 3 years progressively responsible administrative experience in a health or human services organization.

Preferred Qualifications

  • Three 3 years of professional experience in administration technical assistance and/or monitoring of evidencebased home visiting programs utilizing Healthy Families and/or Parents as Teachers models.

  • Three 3 years of professional experience in program management and/or director experience in maternal and/or child health programs including budgeting planning delivery quality assurance monitoring Continuous Quality Improvement (CQI) and reporting.

  • A Masters degree from an accredited college with a degree in public administration public health and policy social work sociology psychology early childhood education or related field.

  • Three 3 years of professional experience in grant planning writing submitting to official portal and reporting.

  • Three 3 years of professional experience in programmatic fiscal management including developing managing and overseeing budgets.

  • Two 2 years of professional experience in grantmaking utilizing processes such as the states Grant Accountability and Transparency Act (as a grantor or grantee).

Conditions of Employment

  • Requires basic proficiency in Microsoft Office Suite.

  • Requires basic proficiency in the use of graphs charts and maps.

  • Requires ability to travel with overnight stays.

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

  • This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509 Fines and penalties apply to untimely filings.
