Job Description

Introduction

The Maryland Department of Commerce is seekingqualified applicants for the position of Human Resources Officer II within theDivision of Administration and Technology Office of Human Resources.

Main Purpose of Job

This position serves as full performance HR generalist interpreting and applying a broad range of policies and procedures as related to a variety of HR areas with special emphasis in recruitment and benefits administration.

POSITION DUTIES

This position serves as a full performance HRgeneralist interpretingand applying a broad range of policies and procedures as related to a varietyof HR areas including: Recruitment Employment Services ClassificationCompensation Benefit coordination Employee Relations. The HR Officer II manages the administration ofand coordinates implementation of services policies and programs throughHuman Resources staff to include personnel policy management and coordination; positionmanagement and reporting; employee appraisal process oversight; recordsmanagement; personnel transactions; new hire onboarding and orientation. The position assists and advises managementabout Human Resources issues; reports to the Human Resources Director; and leads aHuman Resources Officer.

Thisposition coordinates training retirementcoordinator duties and risk will conduct full cycle recruitments; develop and evaluate job descriptions and MS22s; research compile and evaluate HR related information andmake recommendations; serve as the Agency Benefits Coordinator; and provideadvice and guidance to staff regarding HR policies and practices.

The selected employee will possess a workingknowledge of the principles of job evaluation salary FLSA EEO ADA FMLACode of Maryland Regulations (COMAR) Annotated Code of Maryland and otherhuman resources related laws; be well organized selfmotivated able tomaintain confidentiality and work independently; possess strong analyticskills good judgment integrity and excellent interpersonal written and oralcommunications skills; ability to maintain effective working relationships withemployees supervisors managers public officials and the general public; proficiencyin Microsoft Office Google travel may be in thisclassification are required to obtain certification in State PersonnelManagement System policies and procedures and functionality within six monthsfrom the time of appointment to the position and every six months thereafter.

MINIMUM QUALIFICATIONS

Experience:Six years and six months of experience two years and six months of professional HR experience involving recruitment and employment services classification and compensationemployee relations test development and validation jobanalysis job evaluation salary administration HR program evaluation or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection classification salary administration employee relations test development andvalidation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel workexperience on a yearforyear basis for up to four years of therequired experience. Paraprofessional personnel work is defined as work involving the application of public sectorpersonnel procedures policies rules andregulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnelrelated rules and policies preparing personnelrelated reports conducting employee orientation and counseling employees regardingbenefits and obligations and responding to inquiries concerning employment procedures.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university and two years and six months of professional HR experienceinvolving recruitment and employment services classificationand compensation employee relations test development andvalidation job analysis job evaluation salary administration HR program evaluation or HR policy formulation for the required experience.

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration human resourcesmanagement business administration public administrationstatistics tests and measurements psychology or a relatedfield for up to six years of the required experience.

may substitute U.S. Armed Forces military service experience as a commissioned officer in humanresources management classifications or human resourcesmanagement specialty codes in the human resourcesmanagement field of work on a yearforyear basis for therequired experience.

LICENSES REGISTRATIONS AND CERTIFICATIONS

in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
