The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the states natural resources. The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting budgeting information systems human resources health and safety training policy and organizational development purchasing and facilities management. The division serves headquarters and 3 regional divisions the Vehicle Inspection Program and the Laboratory and Environmental Assessment Division. Services are provided for over 800 positions various local and regional governments and directly to citizens.

What you will do!
You will conduct research and analysis of DEQ systems and processes to inform and facilitate process improvements. You will provide expert consultation and guidance to agency staff to ensure efficient and effective use of DEQs technology applications systems and services. You will develop system requirements for problem resolution system maintenance system enhancement and new application procurement and/or development projects. In addition you will assist with advanced configuration testing and support for Software as a Service (SaaS) cloud services and applications and you will develop workflows to automate business processes using both modeling tools and softwarebased workflow systems. You will perform some change and project management.

What are we looking for
Minimum Qualifications: 5 years of experience performing professionallevel evaluative analytical and planning work.
Substitutions:
- Bachelors degree in business or public administration behavioral or social sciences finance political science or a closely related field may substitute for 3 of the required years of experience.
Candidates who are most competitive will also reflect the following desired attributes:
- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity equity inclusion and belonging.
- Excellent analytical documentation and diagramming skills; expertise in written and verbal communication.
- Proven knowledge of the principles methods and standards related to business systems analysis including change and project management
- Experience with process development process improvement change and project management.
- Ability to work under tight deadlines with shifting priorities; flexibility; strong organizational and time management skills.
- Experience with configuration and testing of Software as a Service (SaaS) cloud services and other applications.
- Experience using modeling tools and softwarebased workflow systems.
- Experience analyzing processes and functions and communicating objectives to technical staff professional staff managers and other employees; ability to effectively communicate ideas recommendations and technical information to technical and nontechnical people.
- Experience conducting system analysis including identifying system requirements and choosing appropriate data management tools.
- Highly motivated; a willingness to take initiative; ability to work creatively to find solutions; innovative; and excellent problemsolving skills involving detailed thinking for solving complex issues.
- Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues interested parties communities organizations and businesses.
- Experience creating and maintaining system documentation including writing instructional documents for users of information systems and providing user training as needed.
- Proven experience working well in a team environment
Working Conditions:

This position will be based out of DEQs Headquarters office in Portland however the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop monitor keyboard mouse and cell phone) for an employee to successfully work from home. At DEQ sites you will have access to a workspace however it may be shared with other employees.
This position requires occasional travel for meetings conferences trainings seminars project activities and workshops some of which may involve evening work weekend work and/or overnight stays.
