Job Description

Within the Breastfeeding and Nutrition Support Department of nonprofit Heluna Health the Public Health Foundation Enterprises WIC program (PHFE WIC) deploys staff who assist with providing healthy food nutrition education breastfeeding support and family resources to women infants and children with approximately 550 employees in thirty locations throughout Los Angeles Orange and San Bernardino Counties in California. Under the guidance of Federal State Heluna Health and PHFE WIC policies and regulations the Associate Executive Director will serve as a key lead for Heluna Healths Breastfeeding and Nutrition Services Department and will help guide the WIC Program as set forth in this job description.

The Associate Executive Director is responsible for assisting the WIC BFNS/Executive Director in planning and directing program activities; setting goals and objectives for the department the WIC program and for staff; developing and implementing business strategies action plans policies and procedures and ensuring quality and compliance standards. This individual serves as a liaison to the State WIC Program and is accountable for the daytoday fiscal administrative and operational requirements of the PHFE WIC program. Further in the absence of the Executive Director this individual will serve as Acting Executive Director.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES include without limitation the following:

  • Strategic planning and implementation: Develop and execute comprehensive strategies that align with the organizations strategies and goals ensuring successful implementation across all departments.
  • Team leadership and performance management: Lead and mentor managers and teams to drive high performance setting clear objectives monitoring progress and providing ongoing support to achieve targets.
  • Budget oversight and financial planning: Oversee budget creation allocation and management ensuring that financial resources are used effectively to support strategies and goals.
  • Project management and reporting: Manage projects from inception to completion ensuring timely delivery and adherence to scope while regularly reporting progress to stakeholders.
  • Policy development and enforcement: Design and implement organizational policies ensuring compliance with industry standards internal policies and applicable external laws/regulations and enforcing these policies consistently across the organization.
  • Assist with the overall leadership and management of the organization. Work cooperatively and successfully in a team setting taking care of both internal and external customers while dealing with challenging situations involving the public and/or staff.
  • Other duties as may be assigned.
  • The Associate Executive Director may be viewed as a potential candidate for the Executive Director role if available.

SUPERVISORY RESPONSIBILITIES

The Associate Executive Director will directly supervise Deputy Directors IT Director Senior Financial Manager Director of Research/Evaluation and such other employees as assigned. They will also be responsible for the overall direction coordination and evaluation of the following: interviewing planning assigning and directing work; appraising performance; coaching and counseling staff; addressing complaints and resolving problems.

Education/Experience

  • Must be a credentialed Registered Dietitian Nutritionist (RDN)
  • Masters degree required
  • Proven Experience: At least 5 years as a Deputy Director at PHFE WIC or equivalent program experience in management roles across related industries ability to lead and drive success in a complex diverse and inclusive work environment.
  • Familiar with Code of Federal Regulations Part 246Special Supplemental Nutrition Program for Women Infants and Children. Knowledge Skills and Abilities:

    • Excellent leadership and interpersonal skills to effectively manage teams and foster collaboration.
    • Ability to effectively partner with and influence other senior managers across Heluna Health BFNS and specifically within WIC and affiliated organizations.
    • Ability to work under pressure handle multiple tasks and motivate others.
    • Ability to organize and streamline processes to enhance efficiency.
    • Analytical & problemsolving proficiency: strong analytical thinking and problemsolving abilities.
    • Excellent communication skills both verbal and written.
    • Ability to read and understand instructions correspondence and memos.
    • Effective in oneonone and small group communications.
    • Reasoning and problemsolving skills: ability to follow instructions solve problems handle changes and manage unexpected events.
    • Good listening and comprehension; timely responses to communication.
    • Maintain confidentiality and a positive work atmosphere.
    • Basic arithmetic skills required.
    • Proficient in MS Outlook MS Word and other BFNS/PHFE WIC internal applications.
    • Strong judgment in carrying out instructions whether in written oral or diagram form.
    • Strong and innovative problem solver while managing multiple job demands.
    • Adapt to change delays or unexpected events.
    • Detailoriented with strong followup skills.

    Other:

    • Must be able to secure transportation as needed for job duties including travel to other WIC Centers training and meetings.
