Summary
The Director of Quality and Program Integrity is responsible for leading the organizations quality assurance and program integrity functions at a strategic level. This role provides vision oversight and leadership to ensure that all agency programs services and supports adhere to the highest standards of quality compliance and operational excellence. The Director plays a critical role in shaping organizational policies aligning compliance efforts with strategic goals and fostering a culture of continuous improvement across all programs. Reporting directly to the Chief Operating Officer this position requires a deep understanding of regulatory frameworks datadriven decisionmaking and the ability to coordinate across crossfunctional teams in a complex environment.
Essential Job Functions
- Serve as a key member of the senior leadership team providing strategic oversight and highlevel direction to the Quality Assurance Department.
- Collaborate with executive and senior leadership to develop and execute organizationwide quality and compliance strategies that enhance service delivery and operational efficiency.
- Drive organizational excellence by overseeing compliance with all licensing accreditation and funding standards including those from DDS MassHealth CARF DMH and other regulatory bodies.
- Represent the organization in external audits accreditation reviews and highstakes regulatory discussions.
- Lead and oversee critical organizational committees including Policy Data Governance Safety and Human Rights ensuring alignment with best practices and strategic priorities.
- Oversee and manage all aspects of incident reporting investigations and Human Rights Committee operations ensuring timely and effective resolution of compliance matters.
- Design and oversee the of comprehensive satisfaction surveys for individuals served families guardians and external stakeholders using data analysis to drive improvements.
- Oversee monitor and manage internal/external complaints DPPC investigations and compliance reviews conducting factfinding as needed and responding to highlevel administrative inquiries.
- Ensure organizational compliance with state federal and contractual mandates proactively identifying and mitigating risks.
- Maintain and oversee enterprisewide quality assurance systems ensuring data integrity accessibility and compliance with regulatory standards.
- Develop and implement sophisticated datadriven methodologies for performance analysis reporting and continuous quality improvement.
- Provide highlevel reports and strategic insights to executive leadership based on quality indicator data supporting datadriven decisionmaking.
- Lead organizationwide quality improvement initiatives facilitating QA meetings and making strategic recommendations to enhance program effectiveness.
- Develop and enforce policies and procedures that strengthen regulatory compliance and elevate operational excellence.
- Serve as a subject matter expert educating leadership employees and stakeholders on Quality Assurance Quality Improvement and Outcome Systems.
- Oversee the of highlevel onsite audits compliance assessments and training initiatives to uphold quality and regulatory standards

Qualifications

Education and Experience
- Masters degree preferred (Bachelors degree required) in a relevant field such as public administration healthcare administration social work or a related discipline.
- Minimum of 35 years of seniorlevel experience leading quality assurance and compliance initiatives in healthcare social services or human services environment.
- Deep expertise in regulatory compliance and quality standards set by oversight agencies such as DDS DMH CARF MassHealth and other relevant entities.
- Proven experience in executivelevel reporting data analysis and performance monitoring to drive strategic decisionmaking.
- Advanced statistical analysis skills with the ability to oversee complex databases synthesize data and develop highlevel reports for leadership.
- Exceptional leadership communication and relationshipbuilding skills with experience influencing crossfunctional teams and senior stakeholders.
- Strong strategic thinking and problemsolving abilities with a track record of implementing organizationwide quality improvement initiatives.
- Valid drivers license and ability to meet CORI and driving record requirements
Technology & Data Proficiency
- Advanced proficiency in Microsoft Excel Word and PowerPoint with the ability to create datadriven reports presentations and dashboards for executive leadership.
- Experience utilizing data management and quality assurance systems to track analyze and report on key performance indicators.
- Strong ability to leverage technology to streamline quality assurance processes optimize data integrity and enhance compliance tracking.
- Comfortable with enterpriselevel software and digital tools for managing compliance audits and performance reporting.
Strategic & Analytical Skills
- Proven ability to analyze complex data sets identify trends and translate findings into strategic action plans.
- Strong problemsolving skills with the ability to navigate highpressure situations manage risk and drive continuous improvement across programs.
- Executivelevel decisionmaking capabilities with experience in crisis management regulatory responses and multidepartmental coordination.
- Ability to prioritize and manage multiple highstakes projects simultaneously ensuring all initiatives meet deadlines and organizational goals.
Language Skills
Mastery of the English language required as demonstrated by the ability to read and write instructions; ability to read analyze and interpret legal documents field journals financial reports technical procedures policy/procedure manuals and government regulations. Ability to comprehend and follow verbal/written instructions. Strong interpersonal skills and the ability to respond to common inquiries or complaints from Individuals families regulatory agencies or the general public. Ability to write reports business correspondence and procedures and effectively present information to senior management. Ability to effectively facilitate meetings.
