Summary Statement

Within this role as a Health/Human Service Case Manager Supervisor youll oversee a team of 710 staff who help determine initial/continued ongoing eligibility for all needsbased benefits issued. This includes Food Supplement Benefits (SNAP) Medical Assistance Delaware Healthy Childrens Program (CHIP) Subsidized Child Care State Funded General Assistance (GA) and Temporary Assistance to Needy Families (TANF). As a supervisor in addition to hiring training and coaching staff you will be responsible for ensuring staff provide services promptly efficiently and within federal and state program guidelines.

    Essential Functions

    Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive employees can complete job duties of a similar kind not specifically listed here.

    This class is distinguished from a licensed Social Worker as employees do not perform the following duties: diagnose individuals for mental emotional behavioral addictive and/or developmental disorders and disabilities; perform related client assessment or evaluation; provide psychotherapeutic treatment; or develop and implement assessmentbased treatment plans. An employee in this class may participate as a member of a multidisciplinary team to implement behavioral health services or treatment plans per Delaware Code Title 24.

    • Supervises two or more merit fulltime positions. The elements of supervision include performing the following on a regular and continuing basis: planning assigning reviewing evaluating coaching training disciplining and recommending hire termination and promotion.
    • Participates in program planning implementation and coordination to ensure that program goals and current operations are in compliance with department federal or state laws rules regulations standards policies and procedures.
    • Gathers and assimilates statistics and information to ensure program compliance.
    • Recommends and implements corrective action as necessary.
    • Coordinates with health and human service staff agencies providers and resources to provide comprehensive services for the care and treatment of clients in a timely efficient and costeffective manner.
    • Represents the agency on task forces committees and with the general public.
    • Provides information to clients the general public community representatives and other agencies in order to explain programs and policies.
    • May plan and develop programs which include writing grant proposals completing all state clearing house documents and implementing new grants when awarded.
    • Analyzes budget needs develops recommendations regarding staffing supply and equipment and may monitor current budgetary expenditures.
    • Prepares statistical and program evaluation reports.
    • Uses automated information systems and computer software to research review evaluate and report on health/human service data.
    • Communicates and interacts effectively with people across cultures ranges of ability genders ethnicities ages and races.
    • Performs other related duties as required.

      Job Requirements

      JOB REQUIREMENTS forHealth/Human Service Case Manager Supervisor
      Applicants must have education training and/or experience demonstrating competence in each of the following areas:

      1. Three years experience in case management which includes assessing planning developing implementing monitoring and evaluating options and services to meet an individuals human service needs.
      2. Three years experiencein making recommendations as part of a clients service plan such as clinical treatment counseling or determining eligibility for health or human services/benefits.
      3. Six months experience in interpreting laws rules regulations standards policies and procedures.
      4. Six months experiencein using an automated information system to enter update modify delete retrieve/inquire and report on data.
      5. Six months experiencein narrative report writing.
      6. Coursework training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.

      Additional Posting Information

      This is a Casual/Seasonal position which is a nonpension eligible position without healthcare and/or other benefits.
