About this Unit:

Located within the Behavioral Health Administration work unit under House Bill (HB) 211097. HB211097 provides that a Behavioral Health Administration (BHA) was created to be a singlestate entity. It is established under CDHS as of July 1 2022 and provides administrative and backofthehouse support as long as the BHA remains under CDHS purview. The Behavioral Health Administration (BHA) is the state administration responsible for ensuring all people in Colorado have access to quality mental health and substance use disorder services regardless of where they live or their ability to pay. BHA helps bring together community groups and governmental agencies to design a behavioral health system for all people in Colorado that is easy to access and offers highquality care that considers the whole person and their needs.

BHA impacts the behavioral health system by continuously improving the access to and quality of affordable care; reducing stigma so that the people of Colorado feel confident and comfortable seeking support and/or treatment for their mental health and substance use disorder; providing ways to find care that are free and confidential; engaging with diverse community groups and providers to expand services; and recruiting and retaining the workforce to support the people of Colorado.

The Behavioral Health Administration (BHA) is responsible for policy development service provision and coordination program monitoring and evaluation and administrative oversight of the public behavioral health system. BHA funds supports and monitors numerous mental health and substance abuse community programs and providers reviews and designates the States 2765 providers and licenses substance use disorder service providers. BHA executes the States federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds

About this Position:

The Deputy Commissioner of Administration provides direction and leadership for the following Divisions/Units that support BHA program staff: People Operations Behavioral Health Technology and Data Financial Services and Communication. This position provides oversight and direction in the strategic planning goal setting program outcomes and performance measurement for Strategic Operations. The Deputy Commissioner of Administration develops tools and systems to provide critical financial people operations and operational information to the BHA Commissioner and the Core Executive Team. This position must have a strong technology acumen to drive the data and technology systems required for a Statewide Behavioral Health System. This position is responsible for overseeing the digital application portfolio data infrastructure of products and associated services ensuring the delivery of strategic value to the states behavioral health services. This role is responsible for aligning technology initiatives with the broader BHA organizational goals managing health program evaluation and data analytics functions and driving innovation across the states behavioral health technology and data systems.


This position oversees the development of a technology ecosystem that supports the BHAs transition through data and analytics of the behavioral Health system. To advance BHAs strategic priorities and goals this position executes and/or oversees the development of reports funding requests legislative and policy relationships and other initiatives. This position works closely with the Colorado Digital Services and the Governors Office of Information Technology to ensure alignment of the State technology standards and infrastructure. This position guides the development of technology and data funding requests legislative proposals and strategic partnerships that advance the BHAs mission and enhance its impact across the state. This work includes building and maintaining collaborative relationships with a wide range of partners and stakeholders within BHA and statewide including the Governors Office of Information Technology (OIT) CDHSs BITS Department HCPF CDPHE the Governors Office of State Policy & Budgeting (OSPB) the General Assemblys Joint Technology Committee (JTC) and others.


Summary of Duties:
  • Operations and Service Management:

    • Supervise staff to carry out operations in support of BHA in the functional areas: People Operations Behavioral Health Technology and Data Financial Services and Communication.

    • Advise the Commissioner other Deputy Commissioners and Division/Unit Directors about operations policy and management of these functional areas.

    • Establish and restructure staffing patterns and systems as necessary to provide for optimal operations support activities.

    • Lead the development and implementation of administrative systems and structures.

    • Lead and support efforts to continually improve service delivery practices and processes to maximize BHA resources and achieve operational excellence.

    • Report and monitor quality systems and processes that optimize the delivery of administrative services across BHA.

    • Formulate policy and program recommendations that support and enhance BHA goals and objectives while providing the appropriate allocation of resources.

    • Lead the development of process and systems review to build capability of staff and services.

    • Position is required to travel sometimes over multiple days to perform job duties.

    • Oversee BHA operations and employee productivity building a highly inclusive culture that ensures team members can thrive and that organizational goals are met.

    • Oversees the Planning directing and supervises all activities relating to People Operations including but not limited to workforce strategies employee benefits employee and labor relations employee engagement and employee retention.

    • Oversees the development and of comprehensive strategic communications plans for the BHA in coordination with the Governors office and collaboration with the BHA communications team with a focus on thought leadership executive positioning and proactive brand building through earned media social media events and digital platforms.

    • Oversees the financial operations of the Behavioral Health Administration (BHA) as well as tracking public behavioral health dollars across the system.

    • Ensures the designation and oversight of the HIPAA Security Officer and the HIPAA Privacy Officer role as dined and required by HIPAA

    • Ensure the development and enforcement of HIPAA compliance Policies and Procedures across the workforce that aligns with the Privacy Rule security Rule and Breach Notification Rule.

    • Ensures organizational policies and procedures support regular HIPAA training for all employees handling PHI ensuring they understand privacy and security requirement and their responsibilities under HIPAA.


    Planning & Policy Direction:

    • Develop communicate and negotiate at the direction of the Executive Director policy positions and actions that reflect the priorities of BHA.

    • Ensure compliance with and enforcement of applicable laws and regulations related to functional areas of Strategic Operations.

    • Consult with the Governors staff and state and federal agencies concerning procedural matters in the functional areas. Represent the Commissioner in matters with the Governors office.

    • Implement business strategies and plans to align with the short and longterm objectives developed in tandem with the Commissioner.

    • Works with the Leadership Team to develop and implement plans for the operational infrastructure of systems processes and employees to achieve business goals.

    • Ensures that electronic PHI (ePHI) is stored transmitted and accessed securely.

    • Oversee and ensure budget continuity for all technical systems and resources.

    • Ensures federal grants and annual state budgeting processes include considerations for technical resources needs.


    Partnership Relations:

    • Interact closely with senior officials state agencies constituency groups legislators and representatives of other interested organizations to collaborate and coordinate numerous human services programs and initiatives.

    • Work closely with Division Directors and Chiefs to streamline business processes.

    • Review the work of other regulators constituents and key stakeholders to anticipate and identify potential issues that may impede BHA results and work collaboratively to resolve issues and find acceptable solutions.

    • Collaborates with the management team to develop and implement plans for the operational infrastructure of systems processes and personnel designed to accommodate the objectives of the organization.

    • Position is required to travel sometimes over multiple days to perform job duties.

    • As a senior leader of the organization engages builds and maintains relationships with external partners to carry out the mission of BHA.

    • Represents BHA and the Commissioner at speaking engagements external meetings conferences events and other community activities.


    Technology and Data Management:

    • Oversee the design and building of a statewide digital services system and products that get people the behavioral health support they need faster; accurately and in alignment with organizational objectives.

    • Drives the production of actionable data insights through analytics and health evaluation that produce better outcomes.

    • Oversee Data Governance principles and data access to drive accountability and continuous improvement.

    • Responsible for data quality and information flow between providers and the BHA reducing administrative burden.

    • Maintainins critical data infrastructure that supports the delivery of BHA services and monitoring their performance.

    • Strong understanding of the complexity of health data interoperability and evaluation approaches to support the BHA mission.

    • Influence and shape statewide health technology and data policy by representing the BHA in highlevel health and human service negotiations and initiative

Ten 10 years of progressively responsible professional experience in budgeting finance or technology culminating in seniorlevel management of a complex (multidisciplinary) organization that must have included at least:

Two 2 years of professional public or business administration experience that included establishing organization structure developing strategic work plans budget development and control setting goals and objectives to achieve program results and fostering a team environment.

Education and Experience:

Bachelors degree AND at least six 6 years ofprogressively responsible professional experience in budgeting finance or technology culminating in seniorlevel management of a complex (multidisciplinary) organization that must have included at least:

Two 2 years of professional public or business administration experience that included establishing organization structure developing strategic work plans budget development and control setting goals and objectives to achieve program results and fostering a team environment.

Preferred Qualifications:
  • Experience managing and directing administrative processes in a governmental organization which includes the ability to develop proven interagency relationships with local state and federal agencies;

  • Experience managing multidiscipline service programs that included successfully managing midlevel management a milliondollar or greater budget that included federal grant monies and managing accountability to an outside auditing organization.

  • Knowledgeof fiscal planning budgeting and reporting

  • Knowledge of relevant laws and regulations

  • Outstanding communication interpersonal and leadership skills
