Qualifications
Required Qualifications include:
Minimum of 35 years of experience in Agile environments. Must be proficient in Scrum practices and facilitating ceremonies like sprint planning and retrospectives
Minimum of 35 years of experience in gathering and documenting business requirements translating them into detailed user stories and managing product backlog
Minimum of 35 years of experience with Jira and other Agile tools
Bachelors Degree in a related field (e.g. Computer Science Business Administration etc.
Must have experience with all phases of the software development lifecycle
Strong communication skills are essential for collaborating with stakeholders and development teams. Additionally must be adept at problem solving and promoting continuous improvement
Must be able to work onsite at DSCA office in Washington DC. Telework may also be available at the discretion of the government.
Desired Qualifications include:
Certified ScrumMaster (CSM) or equivalent certification
Indepth understanding of technologies such as Microsoft Windows Presentation Foundation (WPF) Windows Communication Foundation (WCF) Entity Framework (EF) SQL Server etc.
Duties & Responsibilities
The DCSA Scrum Master/Requirements Analyst duties include facilitating Scrum ceremonies such as sprint planning and daily standups gathering and documenting business requirements and translating them into detailed user stories. They manage and prioritize the product backlog support and mentor the Scrum team and act as a liaison between stakeholders and the development team. They track and report on project progress address risks and issues and promote continuous improvement practices. Additionally they use Agile tools like JIRA for task management assist in Agile transformation efforts and conduct training sessions on Agile methodologies.
At the completion of each Sprint the Scrum Master/Requirements Analyst validates that the delivered features meet DCSA requirements; and leave the deployed modules for extensive testing while other modules are being developed.
In collaboration with O&M Support staff the Scrum Master/Requirements Analyst creates and executes test plans that verify the implementation of patches and upgrades remediation of POA&Ms implementation of STIG configuration standards optimization of product performance etc.
In collaboration with Development Modernization and Enhancement (DME) staff the Scrum Master/Requirements Analyst:
Have a process for reviewing deployment plans with DCSA and obtaining approval.
Ensure compatibility of all components of the deployment.
Ensure the product is developed tested deployed and managed with DCSA security standards and needs.
Ensure that all deployments are compliant with security scans.
Ensure that all packages can be tracked installed tested verified and have definitive backout plans.
Deliverables
The DCSA Scrum Master/Requirements Analyst must ensure the ontime delivery and acceptance of 5 deliverables described in the PWS including:
Sprint Increment Application Unit Integration and Load Test Plan Application Unit Integration and Load Test Results and Evaluation Report Resolution of UAT tickets UAT Remediation Plan
The DCSA Scrum Master/Requirements Analyst must provide performance metrics related to Sprint Artifacts and Executive Remediation Plans.
Provide Weekly Status Reports that document all weekly activities.
