Gambling Commission Career Opportunity

The Gambling Commissions Business and Financial Services (BFS) team is looking for someone to fill atwoyear nonpermanent Procurement/Supply Specialist 2. This position oversees all noncontract purchases. Our ideal team member will be analytical customer focused and adaptable and flexible to changing business needs.

BFS provides support for agency priorities through quality financial and operational management including budgeting contracting grant management fiscal monitoring purchasing and accounting services. Additionally BFS is responsible for ensuring financial compliance with state and federal laws regulations and reporting requirements.

This fulltime position is located at our Headquarters in Lacey Washington.

The Procurement & Supply Specialist 2 position supports the agency and its mission by planning coordinating and performing procurement of services supplies materials parts and equipment in accordance with state laws and requirements. Additionally this position processes employee training requests tracks agency inventory and manages facilitiesrelated issues.

Duties

As the agencys purchasing specialist youll be responsible for the procurement of goods ensuring state agency and federal laws and regulations are followed. As the training registrar youll maintain records and process training requests enrolling employees in classes conferences and more. Youll also maintain the systems for inventory and serve as the point of contact for facility and equipment maintenance or repairs.

Qualifications

Required Education and Experience

Each of the following items are required. Computer skills may be gained either on the job or via course work.

AND
  • Working knowledge of and experience in*:
    • researching and applying procurement regulations rules procedures and policies pertaining to job functions; and
    • purchasing and procurement methods including:
      • Researching and determining vendor sources for good and services
      • Analyzing requests to ensure compliance with purchasing rules and laws
      • Development of requests for bids
Associates degree in purchasing or supply chain management can substitute for working knowledge and experience.

  • Ability to handle multiple and changing assignments proactively manage own workload and complete tasks by scheduled deadlines while accommodating unexpected work on short notice.
  • Proven ability to communicate effectively both orally and in writing to articulate complex information in easily understandable terms.
  • Basic Microsoft Work skills; Insert graphic objects and visual effects to a document; add tables to a document or convert tables to text; add watermarks borders headers and footers; use the word look up (thesaurus dictionary); customize tables and charts; modify pictures in document; create customized graphic elements; use templates.
  • Basic Microsoft Excel skills; able to create basic worksheets and formulas; use basic functions; modify and format a worksheet; print workbooks.
  • Basic Microsoft Outlook skills; able to compose email messages; send and respond to messages; organize email to folders; create contact information; schedules appointments and meetings.
*This working knowledge experience istypically gained through three or more years of related experience with a Washington state agency but a specific number of years of experience is not required.

We may give preference to applicants with the following experience:
  • Purchasing and procurement experience or payables experience in a Washington State agency.
  • One year experience explaining rules regulations policies and/or procedures to staff and managers.
  • Knowledge of and experience in the development of purchasing procurement and/or contract documents.
  • Knowledge of and experience with state systems such as AFRS WEBS and TLC.
  • Basic Adobe Acrobat skills: able to merge documents edit and redact existing documents.

Supplemental Information

The WSGC is a licensing regulatory and law enforcement agency. Therefore applicants must be willing to undergo and be able to pass an extensive background investigation which includes a criminal history check credit check and fingerprinting.
