Job Description

Reports to: Senior Director of Equity and Accountability

Location: Office of Multilingual and Multicultural Education

INSTITUTIONAL BACKGROUND:

The Office of Multilingual and Multicultural Education (OMME) is committed to ensuring our students will acquire 21st century biliteracy skills and crossdisciplinary knowledge required to succeed in college and/or careers. Through OMMEs work Multilingual Learners (MLs) receive the services and programs they need aligned with current research and the BPS vision mission and goals.

GENERAL DESCRIPTION & GOALS:

As the focus of the department is to ensure that students are making gains in language acquisition so that they may be college and career ready the Equity & Accountability Team of OMME also provides guidance and support to schools and central administration for legal compliance and equitable access to services. The core work of the team is to provide support to schools to ensure that MLs have access to the services that they are entitled to receive.

Although team members may serve as the lead for some projects or jointly collaborate with other members within the team the overarching responsibilities for the Equity and Accountability team are as follows:

Provide tailored support to a region of schools within the structure of the strategic vision of the district and provide information and training on best practices for ML and FEL service monitoring entering ML information for ESL scheduling proposing SDD levels FEL reclassification decisions processing opt out requests leveraging qualified ML staff maintaining ELE folders and related forms and reviewing ML program effectiveness and quality. Effectively serve as an advocate for Multilingual Learners and contribute to district wide planning activities such as but not limited to a) class size review 2 student projections review 3 budget collaborative and 4 probable organization meetings.

Implement ML Guidance and Other Policy Documentation through an understanding of federal state and local policies and protocols pertaining to Multilingual Learners; support the OMME Senior Director of Equity and Accountability in compiling distilling and transferring that information and knowledge so that complex Multilingual Learner service and program requirements can be easily understood by central and schoolbased staff which includes the creation of new and the revision of existing guidances and other policy documents.

Policy and Process Monitoring:

Continuously reflect upon existing practices protocols and policies in BPS; evaluate effectiveness through a variety of methods and data points including but not limited to teacher and external stakeholder related feedback interdepartmental collaboration and needs from OMME. Revise problem solve and improve current methodology to increase effectiveness and efficiency for both central and school based staff around servicing MLs; ensure strategic data driven and continuous improvement of systems and structures; innovate and refine to maximize equity access and agency of English Learners and implement ML Programming with fidelity.

Data Analysis and Quality Control:

Ensure the integrity of data for MLs and ML staff including ongoing monitoring of ML data and ML staff data data extraction processing storage manipulation analysis and processing ML change and opt out requests from schools. Analyze data with basic statistical methods interpret results and provide written summaries of data analysis. Support schools and school staff with the use of Ellevation.

Report Generation:

Under the guidance of the OMME Senior Director of Equity and Accountability generate assigned reports that will provide internal and external stakeholders with actionable information about Multilingual Learner services and academic outcomes in particular with required reporting stemming from legal edicts that pertain to MLs including reports from ad hoc requests and school visits from stakeholders.

Provide training in an effort to develop educators knowledge of and their ability to effectively implement equity and accountability requirements pertaining to Multilingual Learner and FEL students by organizing and delivering professional learning sessions at LATF and other meetings providing onsite school consultation and other direct support and technical assistance.

Manage and assess ML program implementation by triaging issues from schools and central office both at the school level and district level for current and prospective ML program models. This includes developing and updating program management practices and policies as the need arises and participating in district meetings that pertain to programming for MLs such as SEAT and meetings with Welcome Services.

Other:

Perform other tasks as requested by the Senior Director of Equity and Accountability or the Deputy Chief of Operations and Accountability for the Office of Multilingual and Multicultural Education.

QUALIFICATIONS REQUIRED:

  • A Bachelors degree in Business Economics Statistics Education or other related quantitative field.
  • Ability to assume responsibility for data collection data cleaning and manipulation report generation and statistical analysis.
  • Must possess excellent communication skills including the ability to communicate complex information in written narrative form.
  • Ability to perform requested tasks from start to completion as directed.
  • Willingness to grow knowledgebase for additional analytic approaches.

Job Requirements:

  • Minimum 3 years experience working in a school or central office setting
  • Demonstrated excellence in analytical thinking and problemsolving
  • Experience organizing multiple complex projects under tight deadlines and achieving goals successfully
  • Demonstrated experience leading a team and/or coordinating work with multiple internal/external partners and legal stakeholders
  • Ability to integrate data analysis into strategy development and to use data to support implementation of strategies at school and district levels
  • Working knowledge of federal and state regulations concerning English Learners
  • Ability to work with diverse groups of people
  • Excellent customer service skills with strong ability to problem solve
  • Ability to use the internet to conduct research and data analysis
  • Facility with and knowledge of a wide variety of computer programs including MS Office (particularly Word Excel Access and PowerPoint) to create data reports and presentations
  • Proven ability to work independently exercise judgment manage multiple tasks and priorities while meeting deadlines.
  • Excellent verbal and written communications skills with good editorial skills
  • Excellent organizational skills with attention to detail
  • Current authorization to work in the United States Candidates must have such authorization by their first day of employment

QUALIFICATIONS PREFERRED:

  • Masters Degree in Business Economics Statistics Education or other related quantitative field.
  • ML Literacy knowledge and expertise across grades K2 to 12 and Content Areas (ELA Math Science History).
  • Knowledge of database manipulation with SQL.
  • Experience with the Follett Aspen Student Information System (SIS).
  • Working knowledge of national research and best practices theories in closing the achievement gap for EL students.
  • Second Language Proficiency in Spanish Haitian Creole Chinese Vietnamese Somali Portuguese Cape Verdean Creole Arabic French or another language preferred.

TERMS: Managerial C42. 12 months. This position is subject to the City of Boston residency requirement.
