The Office of Workforce Development (OWD) administers several federal workforce programs and oversees a network of local OhioMeansJobs centers which provide free job training and other services for Ohioans looking for work and employers seeking workers. What Youll Do
In this position as a Work Opportunity Tax Credit (WOTC) Employment Services Admin 2 you will lead a team that processes incoming WOTC applications. The main focus is on delivering services related to the Work Opportunity Tax Credit (WOTC) program.
- Hire and assign work to staff
- Oversee the processing of WOTC applications to ensure timely adjudication
- Assist OhioMeansJobs Centers and other staff by providing technical support and information related to the WOTC program
- Provide staff with guidance related to employer/consultant outreach to explain the program and encourage participation
- Interpret federal policies and regulations related to WOTC ensuring proper reporting and compliance
- Provide final review of WOTC applications and supporting documents to determine if they meet the criteria for the tax credit
- Consult with manager for staffing issues and to suggest ways to improve productivity
- Monitor disciplinary issues actions and team performance issues
- Monitor grant expenditures and budgetary roles
- Participate in and/or lead DOL meetings and discussions
- Monitor and submit reports on program effectiveness and efficiency
- Serve as point of contact for employers and agents for program applications
- Oversee process data entry and decisions of applications
- Oversee MOU negotiations primarily with:
WOTC: Business Gateway Vocational Rehab ODRC; oversee OhioBonds4Jobs program including monitoring mailbox approving and entering bond requests and providing technical information and training. Coordinate WOTC activities with different agencies and participate in meetings and workgroups - Must have certain knowledge and skills related to the job and be able to handle data communicate effectively and offer training to coworkers and customers
- Operate a computer analyze data and maintain records
Necessary Skills:
- Proficient in computer software including but not limited to Microsoft Word Excel Outlook Teams and PowerPoint
- Strong organizational skills
- Proficient in business writing as well as written and verbal communication skills
- Problemsolving skills
- Attention to detail
- Time management and multitasking
Challenges:
- Prioritizing tasks to ensure they are completed timely and accurately
- Lastminute requests that need to be completed immediately
- Workload can at times be unpredictable. Must be able to quickly adapt staff focus to meet changing number of WOTC applications
- Identifying deficiencies which may impact program performance
Schedule: Standard workdays are Monday through Friday between 7:00 a.m. and 6:00 p.m.
Travel: Travel is required to attend meetings. Employees must reside in Ohio and within a reasonable distance of their assigned work location.

The ideal candidate at minimum must have the following:
OPTION 1:
- Completion of undergraduate core program in business or public administration: management science to include coursework in human resource training & development;
AND
- 12 mos. trg. or 12 mos. exp. in state & federal laws & regulations governing implemented employment services & training programs;
AND
- 6 mos. trg. or 6 mos. exp. in supervisory principles/techniques;
AND
- 1 course or 3 mos. exp. in demography;
AND
- 1 course or 3 mos. exp. in budgeting.
OPTION 2:
- 6 mos. exp. as Employment Administrator 1 64225.
OPTION 3:
- Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohios E1 Pay Schedule Pay Range 13. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $34.14 per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
