Introduction

The Department of Information Technology (DoIT) providessupport to state agencies the Executive Office of the Governor the Governorscoordinating offices and a variety of independent agencies within theExecutive Branch.

Striving to provide the highest level of customer serviceto its internal and external customers DoIT supports Marylands agencies andcommissions through its leadership and strategic direction for InformationTechnology and Telecommunications establishing a long range target technologyarchitecture encouraging cross agency collaboration and advocating bestpractices for operations and project management.

Main Purpose of Job

The Project Manager for the Cyber Resilience Directoratewill be responsible for leading and organizing projects for highly skilledcybersecurity professionals in the Maryland Security Operations Center(MDSOC) Maryland Attack Surface Management (MDASM) Maryland InformationSharing and Analysis Center (MDISAC) and Maryland Adversary Emulation Program(MDHACK) teams. This role will oversee the planning and deliveryof critical cybersecurity projects. The ideal candidate will have a strong understandingof Agile methodologies and project management principles. The Project Managerwill work closely with stakeholders to define project scope manage timelinesand ensure successful project outcomes.

By leveraging Agile methodologies and industry bestpractices the Project Manager will streamline project workflows optimizeresource allocation and mitigate risks during multiple sprints acrosssimultaneous projects. The successful candidate will be able to effectivelyfacilitate communicating technical concepts to both technical and nontechnicalaudiences. This role requires a combination of technical expertise strongproject management skills and a keen eye for detail. In addition perform all functionsethically and in accordance with State standards to ensure integritytransparency and accountability throughout the project management process.

POSITION DUTIES

Project Planning and Management: Develop comprehensiveproject plans utilize Agile methodologies track project progress andidentify potential risks and issues.

Stakeholder Management: Build strong relationships withstakeholders communicate project status and manage expectations.

Requirements Gathering and Analysis: Gather and documentproject requirements analyze them for potential challenges and developdetailed project plans.

Knowledge Management: Oversee project knowledge captureorganization and sharing to enhance collaboration to drive project success.

Team Management: Oversee a team to ensure optimalperformance collaboration and achievement of project goals

Procurement Management: Responsible for assisting withprocurements to source goods and services ensuring compliance with budgetaryand regulatory requirements while fostering effective relationships.

Risk Management: Conduct qualitative and quantitativeanalysis in accordance with project management best practices to identifyrisks evaluate performance and facilitate informed decision making.

Project Closure and Documentation: Conduct projectretrospectives prepare comprehensive project documentation and ensure projectclosure activities are completed.

MINIMUM QUALIFICATIONS

Education: Bachelors degree in Computer ScienceInformation Technology Project Management or related field.

Experience: Must have proficiency with project managementtools such as Jira Asana or similar. Must have experience using Agilemethodologies including at least Scrum and Kanban.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to those who also have thefollowing:

A PMP or PMIACP certification

Experience with cybersecurity concepts and technologies

SPECIAL REQUIREMENTS

Employees in this classification may be subject to callin 24 hours a day and therefore may be required to provide the employing agency with a telephone number where the employee can be reached.

BENEFITS

Contractual employees who work for an agency and have acurrent employment contract of 30 or more hours a week (or on average 130 hoursper month) will be eligible for subsidized health benefits coverage forthemselves and their dependents. Viewrates on the Department of Budget & Management website State EmployeesHealth Benefits Contractual/Variable rates.

Leave

Paid leave will accrue at a rate of one hour for every 30hours worked.
