AboutColorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas deep geothermal resources the capture and sequestration of carbon and the underground storage of natural gas in a manner that protects public health safety welfare the environment and wildlife resources.
This work unit both directs and provides the technical support for the Colorado Oil and Gas Information System (COGIS) which is a complex system of data tools and processes used to collect report analyze and model Colorado oil and gas information. The data includes GIS data; tabular data including well locations depth completion intervals construction data production records inspection data environmental information reclamation data etc.; electronic content (documents/spreadsheets/photographs/etc.; complaints; financial assurance information; website information; and information workflow tools and processes.
The work unit either manages or provides leadership to the subject matter based ECMC Units (Community Relations Compliance Cumulative Impacts & Energy Transition Enforcement Engineering Environmental Finance Hearings Orphaned Well Program Planning & Permitting Strategic Development Strategic QA/QC) other departments federal agencies and public information groups regarding what data is available how that information is used and how to access the information for a number of different purposes ranging from simple public interest to sophisticated modeling and data collaboration. The group is responsible for identifying application development needs and liaising with OIT staff and/or outside contractors to obtain the required development.Description of Job

Position Summary:This position is the Staff Authority responsible for quality assurance testing and providing technical support to staff and external users for ECMC applications. This position liaises with the Office of Information Technology (OIT) application development resources dedicated to support the agency as well as contract developers to accomplish the continuously evolving realm of applications required to interface with COGIS data for the assigned Unit. The position prioritizes testing and support needs; liaises with the Application Development Coordinator and the COGIS Data Coordinator to communicate any functionality issues; and determines the most suitable staff to remediate issues. It oversees application testing and builds quality assurance protocols; and provides user training or guidance to assist staff and the public in using new applications. It develops protocols procedures and tools to document business processes and trains employees in their use.
Testing Protocol Guidance & Documentation:
- This position will be responsible for ensuring the quality and performance of our applications by developing customized technical testing protocols to ensure that applications have been built to meet the defined business rules and that these applications will function without issue. These protocol documents will identify and resolve all application defects through rigorous testing by modeling against the original templates and business rule spreadsheets provided to developers.
Application Testing:
- This position is the agencys lead QA/QC tester in the development of applications required to interface with the vast complex data associated with the administration of ECMC rules.
- The position will ensure that final applications have adhered to the business rules and designs scoped out in the original development documentation. It is responsible for ensuring the quality and functionality of applications by identifying and resolving issues through rigorous testing.
- The specialist will identify functionality issues bugs validation concerns data type problems and any other errors that prevent the application from performing as intended.
Application Development Liaison/Project Manager:
- Meet with agency employees to identify application development needs to implement new or improve the efficiency or effectiveness of existing business processes. Project work would include creating/enhancing business process documentation employee training materials and metrics to evaluate ongoing performance.
- Liaise with the Office of Information Technology and/or contract application development providers to complete projects.
Application Support:
- When new and existing applications are deployed and made available to staff and users the agency needs to provide technical support.
- This position will lead the effort working in conjunction with Unit SMEs and application development resources to ensure the successful implementation of new and existing applications.

Seven 7 years of relevant experience in software testing application development data management information technology or another occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in software testing application developmentdata management information technology or another occupation related to the work assigned to this positionequal to seven 7 years.

Application development technical project management andor technical support experience.
Comprehension ofSQL database design schema and querieshelpful.
Proficient with Google applications and project management software (Azure DevOps Asana).
Excellent verbal and written communication skills; strong customer service experience. Ability to relay complex information to a group or individuals.
Attention to detail; ability to multitask; and strong time management skills.
Government or industry experience in energy regulation or natural resources.
Current or former State experience relevant to this position.
