The City of Bellevues Utilities Department is currently accepting applications for one fulltime regular status Storm & Surface Water Utilities Program Lead Worker position. This journeylevel position performs a wide variety of maintenance installation and repair related tasks to the City of Bellevues water infrastructure. The Program Lead Worker must be selfmotivated highly organized and able to demonstrate strong leadership and interpersonal skills. This position will act as a lead to a small work group in various program areas. Program areas are Inspection Cleaning and Repair. Examples of tasks within these program areas include: inspection of water quality facilities cleaning of catch basins manholes vaults and tanks and repair of storm structures such as manhole covers and flow controls. The lead worker reports directly to the crew leader of the Storm and Surface Water Maintenance section.

People in this classification perform all tasks associated with their work group. They competently and conscientiously operate and care for all equipment needed to complete the tasks of their work group. Work will be performed cooperatively with other employees as incumbents make onsite job assignments troubleshoot onsite problems including working with senior engineering technicians to compile repairs and oversee the work of outside contractors. The incumbent ensures the availability of equipment needed to complete assignments including

Essential Duties and Responsibilities

  • Lead a small group in all general duties necessary to inspect repair and maintain the storm conveyance system.
  • Preventive maintenance of the storm drainage system such as routine system cleaning detention system cleaning root saw locations and oil/water separators.
  • Clean/repair catch basins pipes detention systems and streams. Inspection of and reporting of repairs needed to the system.
  • Organize weekly and daily schedules for program work assignments for one or more crews.
  • Assign work and provide onsite direction while working with crews.
  • Operate equipment typical to surface water maintenance functions such as backhoes dump trucks storm drainage cleaning machines underground utility locating equipment and a wide variety of hand and power tools.
  • Respond to emergencies such as flooding or damage to the system infrastructure.
  • Communicate changing conditions orally and by written reports to crew leaders and superintendent.
  • Lead/motivate all members of the work group and ensure employee and public safety in all weather and working conditions.
  • Train subordinate employees in standard procedures of repair and maintenance of surface water systems.
  • Handle onsite questions and concerns from the public.
  • Assist field crews with complex issues that have an impact on water quality.
  • Asset Management to help track and manage components of the surface water system. Using iPad tablets and iPhone with applications for field mobility.
  • Inspection of and reporting repairs needed to the system.
  • Organize daily schedules for specific work assignments for one or more persons performing essentially similar tasks.
  • Lead subordinates in the development of a team environment train crew members document and monitor work performance. Document and report crew performance and maintain work records.
  • Coordinate shared resources to plan scheduled work.
  • Prioritize work based on severity of situation.
  • Assign work and provide onsite direction while working with crews.
  • Operate equipment typical to water maintenance functions such as backhoes dump trucks and a wide variety of hand and power tools.
  • Respond to emergencies such as service breaks and other damage to the system infrastructure.
  • Perform detailed written documentation of all related activities in a timely manner.
  • Communicate changing conditions orally and by written reports to crew leaders and superintendent.
  • Lead/motivate all members of the work group and ensure employee and public safety in all weather and working conditions.
  • Train subordinate employees in standard operating procedures of repair and maintenance of the storm and surface water system.
  • Provide timely communication of employee issues or changing conditions orally and by written reports to crew leader and superintendent.
  • Comply with City policies and codes and enforce safety regulations. Follow and assist in creation of work group standard operating procedures.
  • Handle onsite questions and concerns from the public.
  • Be available for after hour emergencies and be on a rotating 24hour standby roster
  • Operate and drive a commercial vehicle including 7 yard dump truck with combination trailer and backhoe hydroexcavator.
  • Verify the work of assigned employees for accuracy proper work methods quality techniques and compliance with applicable standards and specifications.
  • Employees have a duty to report to work for response to emergencies such as weather related events flooding or earthquakes.

Qualifications

Education & Experience Requirements

  • High school diploma or a GED equivalent.
  • Demonstrated leadership experience.
  • Three years of experience in a construction environment preferably involving Stormwater infrastructure underground utilities heavy labor and regular contact with citizens contractors and staff.
  • Ability and willingness to work overtime or changing shifts (including nights and weekends).
  • Ability to effectively interact with and demonstrate leadership to subordinates peers and supervisors.

Additional Qualification Criteria

  • Basic computer experience required. Familiar with the Microsoft Office Suite.
  • Excellent written verbal and interpersonal communication skills.
  • Must be able to understand and follow oral and written instructions.
  • Ability to prepare and present oral and written materials regarding work activities and maintain routine records.
  • Must be able to effectively interact with and demonstrate leadership to subordinates peers and supervisors.
  • Must be able to make decisions necessary to plan organize and complete work efficiently.
  • Ability and willingness to work overtime as required (involving nights and weekends)
  • Must be able to perform effectively with little or no supervision.
  • Demonstrated ability to adhere to safety procedures work rules and guidelines.
  • General knowledge and ability to interpret maps drawings and records.
  • Must be able to adapt to changing circumstances and modify behavior and attitude to fit the situation in order to obtain desired outcomes.
  • The selected candidate will be required to respond to emergencies on a 24hour basis.
  • Must possess a valid WA State drivers license at date of hire. Must have and maintain a good driving record by City standards.
  • Must have or be able to obtain a WA State Class A Commercial Drivers License (CDL) with a tanker endorsement within six months of employment.
  • Selected candidates must pass a preemployment drug and alcohol test (consistent with Federal Laws requiring drug and alcohol testing of all job classifications requiring a CDL).
  • Inhouse applicants who do not currently possess a CDL will be subject to the pre employment drug and alcohol test in accordance with DOT rules and regulations.

Working Conditions & Physical Requirements

  • Individuals must have adequate hearing and visual acuity to successfully perform the essential job responsibilities and requirements of the position. Individuals must be able to hear and understand verbal communications and other outside sound sources. Vision abilities include close distance color peripheral vision depth perception and the ability to adjust focus.
  • Must be able to lift up to 90 lbs. And engage in considerable pulling pushing and climbing for long hours.
  • Work is done outdoors in all types of weather conditions. Common hazards include traffic underground lines equipment chemicals and confined spaces.
  • Must be able and willing to work overtime (including nights and weekends). Required to respond to emergencies on a 24hour basis.
