Budget Formulation Lead

Amyx is looking for an experienced Finance Budget Formulation Subject Matter Expert (SME) to lead a financial and budget formulation team in support of a DHS offices executivelevel financial and budgeting efforts and activities.

In this role the ideal candidate will provide leadership and guidance to a team in ways that promote the clients finance and budget activities. The ideal candidate must be an excellent leader and have experience in managing staff of different disciplines to produce results in a timely manner. The position will lead a team of over 10 individuals to develop strategies and plans to direct activities by best practices and frameworks in support of the clients strategic direction.

Position Requirements

• Master of Arts or Master of Science (MA/MS) degree with a minimum of 8 years of experience or a Bachelors degree and 10 years of experience as well as a minimum of 5 years DHS Planning Programming Budgeting and (PPBE) experience.
• DHS PPBE experience shall include:
  • Development of strategic plans; Resource Allocation Plan (RAP) and Program Decision Options (PDOs); Office of Budget and Management Justification (OMBJ) and Congressional Justification (CJ) volumes attachments and artifacts; and Appropriation Committees Technical Assistance requests.
  • Development of tasks/responses for Congressional Appropriators OMB DHS strategy/policy teams etc.
• Possess a minimum of 5 years of experience using the Microsoft Office Suite with advanced/skills using Microsoft Excel and PowerPoint.
• Consulting with clients to define needs or problems and supervising studies and conducting surveys to collect and analyze data to provide advice and recommend solutions.
  • Demonstrating an ability to manage a large matrixed and remote workforce especially if the contract includes subcontract agreements.
  • Experience with SharePoint administration and program development tools as well as competency in Microsoft applications including Word Excel Project etc.
• Experience in the following areas including
  • Drafting executivelevel communications (e.g. talking points and briefings) with few edits required.
  • Proven creative/outsidethebox thinker with the ability to identify problems and recommend alternatives and reasonable solutions.
  • Leading budget formulation data collection and analysis summarizing results and producing reports codified for a specific audience.
  • Ability to work in a fastpaced dynamic environment and manage multiple tasks simultaneously.
  • Using PowerBI PowerApps and SharePoint.
• Possess and retain a DHS Suitability clearance.

Desirable Certifications

• Completion of DHS or DAU PPBE Courses preferred.
