Under direction of the Financial Analyst Supervisor examine &/or analyze accounting records financial statements or other financial reports to assess accuracy completeness & conformance to reporting & procedural standards:
Review audit & code daily accounting transactions for entry into Ohio Administrative Knowledge System (OAKS);
Post transactions &/or payments (e.g. conducts final audit of vouchers prior to leaving division for processing authorize payment of expenses for assigned state agency etc.;
Provides guidance to Ohio State Highway Patrol (OSHP) sections & district staff on fiscal matters (e.g. handling invoices vendor contracts resolving payment card transactions ensuring state & federal expenditures are within the guidelines etc.;
Conducts complex reconciliation of records (e.g. payment card Electronic Data Interchange (EDI) transactions etc. monitoring expenditure &/or threshold amounts;
Prepare daily deposits &/or enter deposits into OAKS;
Monitor revenue received from various sources (e.g. Law Enforcement Automated Data System (LEADS) Contraband DUI Turnpike court fines & penalties patrol car use damages grants &/or other reimbursements etc.;
Process IntraState Transfer Vouchers (ISTV) for reimbursements;
Utilize Quickbooks Pro or similar software to perform various fiscal functions (e.g. prepare invoices record payments perform debt collection process reconcile accounts between direct billing & revenue deposits etc.;
Contact vendors & other businesses to resolve problems with invoices;
Serve as liaison with Ohio Shared Services (OSS) &/or Office of Budget & Management (OBM) & other Ohio Department of Public Safety (ODPS) divisions (e.g. provide justification for expenditures verbally &/or in writing; calculates figures etc.;
Review prepare & recommend various procedural &/or policy changes within the department section&/or division;
Utilize Microsoft Excel or other software to prepare spreadsheets for financial reports; (e.g. cost projections for Security & Investigation Operating Turnpike Contraband & Forfeiture programs etc.;
Monitor maintenance &/or equipment expenditure reports; Monitor out of state expenditures & verify General Services Administration (GSA) per diem rates;
Assist management in monitoring all aspects of federal grants (e.g. research grant opportunities; prepare grant proposals; develop cost projections &/or budgets; monitor audit & track expenditures; prepare activity reports &/or billings; track revenue etc.;
Conduct special financial research for budget & vendor audits upon direction from supervisor &/or OSHP Superintendent;
Perform other related duties as assigned (e.g. special projects training filing answering phones etc..
30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Or completion of undergraduate core program in business administration accounting finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Or 12 mos. exp. as Financial Associate 66561.
Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
