The Fairfax County Department of Public Works and Environmental Services (DPWES) seeks a new Deputy Director for Capital Facilities to join our departmental executive team and lead the delivery of the countys CIP. We build the countys public infrastructure including community centers fire and police facilities libraries stormwater utilities wastewater utilities transportation infrastructure government buildings and more.

The DPWES Deputy Director for Capital Facilities provides executive leadership for the following nationallyrecognized awardwinning work units:

Administrative Services: provides financial accounting budget payroll and human resources support to all Capital Facilities team programs as they manage our combined suite of projects totaling more than $3 billion.

Building Design and Construction Division is an awardwinning team responsible for implementing all major building renovation and major capital renewal projects identified in the Fairfax County Capital Improvement Program including fire stations libraries courts police stations office buildings maintenance facilities parking structures human services facilities and other major infrastructure and publicprivate partnership projects.

Utility Design and Construction Division is responsible for managing the bid advertisement contract award processes and overseeing all aspects of construction contract management for transportation and stormwater projects including surveying inspection testing code compliance warranty and project closeout.

Wastewater Design and Construction Division manages the design and construction of capital projects for wastewater infrastructure in Fairfax County including work at the Noman M. Cole Jr. Water Recycling Facility and the 3000 mile network of sanitary sewer collection systems and pump stations throughout the County.

Land Acquisition Division is responsible for the acquisition of land or rightofway and other land rights including permanent and temporary easements and letters of permission necessary to support the Capital Improvement Program.

Additionally the Deputy Director serves as the contract officer for capital construction and supports DPWES emergency response activities including supporting the Countys Emergency Operations Center when activated.

The Deputy Directors office is located within the Fairfax County Government Center at 12000 Government Center Parkway in Fairfax Virginia. Although this position has some remote work opportunities it is primarily inperson and does require occasional afterhours work in addition to emergency response.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education experience and training equivalent to the following:

Graduation from an accredited college or university with a bachelors degree in engineering urban and regional planning business administration public administration or a related field; plus ten years of progressively responsible public works and/or environmental services management experience four years of which must have been in a management or supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check credit check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Professional Engineer or Registered Architect license valid in Virginia.
  • More than ten 10 years of negotiating and overseeing large capital construction and professional service contracts
  • More than four 4 years of prior experience communicating effectively to and working with senior public leaders and elected officials in delivering public programs and projects.
  • More than ten 10 years of professional management experience leading a diverse workforce to deliver public works or environmental services.
  • Demonstrated experience successfully engaging with the community to deliver public projects or services.
  • Demonstrated experience actively building a diverse inclusive workforce in a governmental agency.
  • Demonstrated experience ensuring public projects or services are delivered equitably to customers.

PHYSICAL REQUIREMENTS:
Job is generally sedentary. Must be able to walk around construction sites. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
