The Fairfax County Department of Public Works and Environmental Services (DPWES) seeks a new Deputy Director for Capital Facilities to join our departmental executive team and lead the delivery of the countys CIP. Administrative Services: provides financial accounting budget payroll and human resources support to all Capital Facilities team programs as they manage our combined suite of projects totaling more than $3 billion.
Building Design and Construction Division is an awardwinning team responsible for implementing all major building renovation and major capital renewal projects identified in the Fairfax County Capital Improvement Program including fire stations libraries courts police stations office buildings maintenance facilities parking structures human services facilities and other major infrastructure and publicprivate partnership projects.
Utility Design and Construction Division is responsible for managing the bid advertisement contract award processes and overseeing all aspects of construction contract management for transportation and stormwater projects including surveying inspection testing code compliance warranty and project closeout.
Wastewater Design and Construction Division manages the design and construction of capital projects for wastewater infrastructure in Fairfax County including work at the Noman M. Cole Jr. Water Recycling Facility and the 3000 mile network of sanitary sewer collection systems and pump stations throughout the County.
Land Acquisition Division is responsible for the acquisition of land or rightofway and other land rights including permanent and temporary easements and letters of permission necessary to support the Capital Improvement Program.
Additionally the Deputy Director serves as the contract officer for capital construction and supports DPWES emergency response activities including supporting the Countys Emergency Operations Center when activated.
The Deputy Directors office is located within the Fairfax County Government Center at 12000 Government Center Parkway in Fairfax Virginia. Although this position has some remote work opportunities it is primarily inperson and does require occasional afterhours work in addition to emergency response.Illustrative Duties

- Supports the Director of the Department of Public Works and Environmental Services with specific responsibilities as listed below;
- Plans manages and coordinates the Planning and Design Division the Construction Management Division the Land Acquisition Division and the Administrative branch of Capital Facilities;
- Serves as the DPWES Emergency Management Coordinator;
- Directs the DPWES Professional Engineering Development program and supports Countywide professional engineering development;
- Oversees the Capital Improvement Program Implementation;
- Serves as Contracting Officer for DPWES Department of Transportation Department of Housing and Community Development and the Fairfax County Park Authority.
- Establishes goals objectives and priorities for divisions within the business area;
- Ensures that programs comply with federal state and County laws and regulations;
- Approves operational policies and procedures for the business area and oversees implementation of same;
- Monitors operational and fiscal performance and provides guidance to ensure attainment of business area objectives;
- Coordinates various program activities with other business areas in DPWES and ensures effective interface of operations/programs with other departments as well as with various governmental agencies at the County state and/or federal level;
- Provides guidance to division directors relative to performance goals and objectives
- serves as initial rater in the performance reviews of division directors and provides guidance on development needs;
- Oversees business area responsibilities to the Board of Supervisors and County Executive;
- Oversees the human resources financial and information technology functions in their respective business areas to ensure they provide adequate support to the Divisions of the business area;
- Responds to Board matters and provides additional input testimony etc. as required.
Required Knowledge Skills and Abilities

- Thorough knowledge of the theory and practice of public works environmental services and public administration;
- Thorough knowledge of the County contracting and procurement procedures;
- Knowledge of County budget processes and principles of fiscal management;
- Knowledge of State and County laws and regulations that pertain to public works and environmental services;
- Ability to organize and administer a large diversified business area;
- Ability to effectively manage develop and motivate division management;
- Ability to develop effective working relationships with DPWES staff and division management County leadership other County agencies and departments other governmental entities and the public;
- Ability to communicate effectively both orally and in writing.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education experience and training equivalent to the following:

Graduation from an accredited college or university with a bachelors degree in engineering urban and regional planning business administration public administration or a related field; plus ten years of progressively responsible public works and/or environmental services management experience four years of which must have been in a management or supervisory capacity.
CERTIFICATES AND LICENSES REQUIRED:- A valid drivers license.
- Professional Engineer (PE) or Registered Architect (RA) license in Virginia within 12 months of hire.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check credit check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:- Professional Engineer or Registered Architect license valid in Virginia.
- More than ten 10 years of negotiating and overseeing large capital construction and professional service contracts
- More than four 4 years of prior experience communicating effectively to and working with senior public leaders and elected officials in delivering public programs and projects.
- More than ten 10 years of professional management experience leading a diverse workforce to deliver public works or environmental services.
- Demonstrated experience successfully engaging with the community to deliver public projects or services.
- Demonstrated experience actively building a diverse inclusive workforce in a governmental agency.
- Demonstrated experience ensuring public projects or services are delivered equitably to customers.
PHYSICAL REQUIREMENTS:
Job is generally sedentary. Must be able to walk around construction sites. All duties performed with or without reasonable accommodations.
