Location:Olympia WA Hybrid. The first six months of training are required in person in the Olympia Headquarters office.

The Department of Children Youth and Families (DCYF) is looking for a Management Analyst 5 to bring expertise in accounting federal reporting and cost allocation to support the Early Learning Cost Allocation and Federal Grants team. The Opportunity (Management Analyst 5:

Here in DCYFs Cost Allocation and Federal Grants section we serve the mission! DCYFs mission is to protect children and strengthen families so they flourish. Finance is fundamental to the agency achieving its strategy. Are you the right person to have at the table Bring your expertise in accounting federal reporting and cost allocation to support the Early Learning Cost Allocation and Federal Grants team.

In this role youll ensure federal grants comply with both federal regulations and state requirements. Establishing and documenting processes policies and procedures that are efficient and effective. The Management Analyst 5 (MA5 manages multiple complex finance related projects simultaneously analyzes interprets and provides guidance to DCYF staff on federal grants managed by the Cost Allocation and Federal Grants team and ensures costs are appropriately allocated to available funding sources while maintaining compliance with applicable laws and regulations.


Some of what you will do:

  • Research analyze reconcile and monitor financial expenditures for assigned grants to ensure compliance with federal and state laws regulations and accounting principles.
  • Develop and prepare fiscal management reports as required for effective cost allocation budget reporting and accounting practices.
  • Work collaboratively with Programs Budget Accounting Contracts and other stakeholders.
  • Analyze and reconcile financial data to prepare assigned federal disclosure forms within established timeframes as set by management.
  • Perform annual reconciliation of subrecipient information and monthly reconciliations and adjustment entries of general ledgers.
  • Respond to allState Auditors Office (SAO)audit data requests via the DCYF Audit Liaison or designee to ensure sufficient data and/or reports are provided.
  • Work directly with program and budget staff to ensure applications are submitted timely and accurately.
  • Provide guidance and consultation to Program and Budget staff with regard to grant funding provisos and annual fiscal year close activities.


Required Qualifications:

Nine years of relevant professional experience with increasing levels of responsibility. Relevant experience includes experience in accounting payroll finance or closely related field.

OR

A Bachelors degree in business administration public administration or a related field which includes 18 quarter or 12 semester hours in accounting auditing or budgeting AND five years of relevant professional experience with increasing levels of responsibility. Professional experience may substitute for education but not for the credit hours.


In addition to those required qualifications our ideal applicant will also have some or all of the following demonstrated knowledge skills and abilities:

  • General Accepted Accounting Principles (GAAP) as well as accounting policies and procedures.
  • State policies and laws i.e. State Administrative and Accounting Manual (SAAM) Revised Code of Washington (RCW) and the Washington Administrative Code (WAC).
  • State legislative process and how it plays into an agencies budget and funding levels.
  • Federal funding regulations requirements and procedures that relate to TANF CCDF and Title XIX.
  • State and federal child welfare and child care policies and their impact to federal funding.
  • Communicate clearly; both in writing and verbally in order to provide consultation and program interpretation to staff and stakeholders.
  • Compose and edit briefing papers and reports which convey complex information including federal regulations in a concise and clear manner.
  • Evaluate compile and organize data into reports and policy recommendations including creating spreadsheets or applicable documents using various systems to analyze a variety of DCYF expenditures to produce informative information to upper management.
  • Effectively manage multiple priorities and complex projects in a fastpaced environment and meet ongoing competing deadlines.
  • Resolve problems effectively and efficiently to achieve the agencys goals and mission.
  • Ability to operate and use a personal computer and associated computer programs specifically the Microsoft Office suite.
