Human Resources Specialist
Payroll Specialist
Essential Functions
- Under general direction serves in journey level professional capacity performing complex specialized professional duties in the payroll functions.
- Cross trained to ensure backup coverage for Timekeeping and Benefits and to other HR functions as needed.
- Serves as designated lead worker.
- Compiles and directs the preparation of reporting relating to payroll processes.
- Researches and drafts original and revised IGB personnel policies and procedures.
- Conducts periodic audits of payroll records to ensure they are compliant with the Personnel Code Rules Position Classification Plan Pay Plan Collective Bargaining Contracts and/or other guidelines derived therefrom.
- Trains all new payroll staff on the payroll process and in the implementation of the new laws procedures rules or regulation (i.e. SuccessFactors).
- Performs research studies and special projects for various personnel issues for the HR Deputy Administrator and HR Manager frequently of a highly sensitive and confidential nature.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to four 4 years of college.
- Requires two 2 years of professional human resources experience.
Conditions of Employment
- Requires the ability to pass Illinois Gaming Boards background investigation (background check).
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Requires appropriate valid drivers license.
- Requires proof of current automobile insurance.
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or lastminute overtime. This requires the ability to work evenings and weekends.
- Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board or spouse or immediate family member living with such person shall during State employment hold an ownership interest in other than a passive interest in a publicly traded company in any gaming license under the Illinois Gambling Act the Video Gaming Act the Illinois Horse Racing Act of 1975 or the Sports Wagering Act.
- Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is or whose spouse parent or child is an official of or has a financial interest in or financial relation with any operator engaged in gambling operations within this State or any organization engaged in conducting horse racing within this State.
- Must comply with the Illinois Gambling Act: For the one year immediately preceding employment an employee shall not have been employed or received compensation or fees for services from a person or entity or its parent or affiliate that has engaged in business with the Board a licensee or a licensee under the Illinois Horse Racing Act of 1975.

Preferred Qualifications
- Of the two 2 years of professional experience noted above prefers two 2 years of recent specific experience with the following or similar: State of Illinois payroll processing; Statewide policies and procedures for timekeeping operations; Current Group Insurance rules and regulations; Current State Retirement rules and regulations and federal and state leave guidelines; computer systems software templates or other letter/symbol guides and ability to instruct others in such equipment usage in the Human Capital Management (HCM) payroll timekeeping and Group Insurance systems as well as Microsoft Office applications.
- Prefers two 2 years of experience using personnel related computer systems and databases such as the Personnel Examination & Eligibility Records System (PEERS) or similar databases.
- Prefers two 2 years of experience interpreting Personnel Rules Personnel Classification Plan collective bargaining agreements Pay Plan and FMLA.
- Prefers two 2 years of experience using the Central Timekeeping & Attendance System (CTAS) or similar timekeeping system.
- Prefers two 2 years of experience working with the framing of correspondence and reports with grammatical correctness.
- Prefers two 2 years of experience working with state government and its processes.
- Prefers two 2 years of proven ability to factor a project into activities that when organized produce the desired results.
- Prefers two 2 years of proven ability organizing and analyzing information/data with development of descriptive or quantitative measures and places information/data into like categories or groupings.
- Prefers two 2 years of proven ability reading assimilating and recalling with a high degree of proficiency facts and figures.
