NATURE OF WORK
This is professional and responsible work assisting the senior attorneys in the City Attorneys Office including the rendering of legal advice and assistance to the City Commission all Charter Officers senior and midlevel management and the citizen boards and committees.
CLASSIFICATION STANDARDS
Positions allocated to this class report to the City Attorney and work under close to general supervision. Work in this class is distinguished from other classes by its limited management responsibility Juris Doctorate Degree state licensure and moderate level of independent professional judgment
EXAMPLES OF WORK**
ESSENTIAL JOB FUNCTIONS
Recommends policy or procedure changes and coordinates implementation strategies that comply with the requirements of law. Assists senior management and City Commission in administration of policies and procedures that comply with the requirements of law.
Evaluates the facts of specific cases or assignments conducts legal research provide legal opinions and memorandums and renders legal advice and assistance as directed to the City Commission all Charter Officers senior and midlevel management as well as its citizen boards and committees and other municipal service providers.
Interviews witnesses plaintiffs and clients.
Represents the City in administrative hearings.
Prepares ordinances resolutions policies regulations and procedures for consideration by the City Commission to be reviewed and approved by the City Attorney.
Prepares contracts of varying complexity.
Prepares and approves any necessary deeds easements leases and other documents involving properties or interest therein being transferred or conveyed by the City as directed.
Stays current with court decisions administrative decisions legislation and problems pertaining to local government law and matters relating thereto. Assist City Attorney in tracking and analyzing pending state legislation.
Provides legal representation to commissionappointed Boards and Committees.
Ability to negotiate effectively.
Attends continuing legal education courses.
Attends meetings of the City Commission its agencies boards and committees when such attendance is required or appropriate.
Performs duties as assigned by the senior attorneys and the City Attorney.
Attends work on a continual and regular basis.
NONESSENTIAL JOB FUNCTIONS
May be responsible for enforcing the drug policy based on physical location and organizational structure.
May be required to work with or will have access to information or document pertaining to criminal investigations especially those dealing with drugrelated activity.
MINIMUM QUALIFICATIONS
Graduation from an accredited college of law and membership in The Florida Bar and three 3 years of professional legal experience. Preference will be given to those who have local government experience.
LICENSES/CERTIFICATES
Membership in The Florida Bar required at the time of application.
NOTES
Must meet all the requirements established for an Assistant City Attorney I.
Attends meetings outside of normal business hours.
Not permitted to practice law except on the behalf of the City or engage in any other employment without the express consent of the City Attorney.
SELECTION FACTORS
Thorough knowledge of local government law.
Thorough knowledge of legal principles and concepts and ability to apply them appropriately.
Thorough knowledge of federal state and local laws and judicial decisions of federal and state courts including regulations and their enforcement as they relate to local governments.
Knowledge of computers and relevant software.
Ability to negotiate effectively.
Ability to prepare ordinances legal documents and render legal opinions.
Ability to analyze evaluate and organize facts evidence and legal procedures and to present information orally and in writing in a clear and logical form.
Ability to establish and maintain effective working relationships with other officials and employees of the City county state and federal governments and the general public.
Ability to maintain security and confidentiality.
Ability to handle several assignments concurrently and prioritize effectively.
Ability to supervise others.
