Job Description

Established in 2007theEdwardP. Lawrence Centerfor Quality and Safety (CQS)supports the MGH and MGPOs goal of creating the highest quality safest care environment for our staff and patients.Employing an interdisciplinary team of clinicians data analysts researchers consultants and informatics professionals CQS serves as an institutional resource to further the MGHs goal of leading the nation in quality and safety

The position reports directly to the Senior Vice President (SVP) of Quality and Safety and supports the budget and personnel management of Director level staff.The incumbent is responsible for the daytoday administrative operational and financial management of CQS and plays a key role in implementing the MGH/MGPO quality and safety program.


1.Develops implements and manages the administrative processes of CQS including our relationships with Q&S staff and processes at our affiliate sites.

Member of both the CQS Operations group.Sets agendas with guidance from SVP and VP for weekly department leadership meeting (CQS Operations Group) and monthly alldepartmental staff meeting (CQS Town Hall)

Coordinates and cosupervises administrative support team in CQS.

Collaborates with CQS leadership to establish departmental policies protocols and procedures.

Coordinates work with affiliate CQS Q&S staff in concert with Senior team members working in this growing area of responsibility.

2.Oversees the financial management of CQS.

Monitors budgets and various funds (operating research and sundry) and prepares reports and analyses as requested by the SVP.

Organizes and executes the annual operating and capital budget process working closely with CQS leadership and staff to prepare requests and submit to the MGH budget office.

Oversees the preparation of and signs off on check requests and purchase orders.

Serves as liaison to various internal (e.g.budget office Laboratory of Computer Sciences) and external groups to manage funds.

Oversees the purchase installation billing and contracts for major services

Coordinates capital expenditures and any renovation projects associated with CQS.

3.Oversees the personnel management processes of CQS

Acts at the departmental liaison to MGH Human Resources department

Manages the departmental PeopleSoft tree.Enters and approves personnel transactions (i.e.merit reviews salary adjustments job code changes etc) as needed.

Participates in the interviewing hiring and corrective action processes for all direct reports to the Senior Vice President.

Supports in an advisory role the hiring promotion and corrective action processes of reports to the SVP VP and Directors.This includes interviewing candidates working with HR to regrade positions advising on corrective action plans etc.

Works with HR to ensure salary equity across the department.

Ensures that proper orientation is provided to all new employees

Ensures the timely completion of annual performance evaluations for all CQS staff members.

Serves as the administrative advisor to interpret MGH policies with respect to affirmative action conflict of interest and all relevant personnel policies.

Oversees the preparation of and approves weekly payroll.

4.Responsible for coordinating internal communications of CQS

Proactively manages schedule of updates on quality and safety updates to various hospital and physician organization committees.

Prepares or coordinates the preparation of brief updates on specific quality and safety topics for delivery by MGH leadership at meetings.

Develops communications on quality and safety for inclusion in From the Desktop

Participates in the hospitals Excellence Every Day Communications Group

Coordinates the implementation of CQS response (war room) to external reviews and surveys.

5.Facilitates CQSs annual goal setting process and advises SVP and VP on programmatic direction and strategy.

Evaluates performance on prior year goals using qualitative and quantitative metrics and data.

Assembles and analyzes qualitative and quantitative inputs from across the institution identifying themes for possible new goals

In collaboration with the CQSs leadership team develops goals for the new year.

Prepares presentation materials as needed for vetting goals throughout institution.

Oversees MGH Administrative Fellows who provide project support

6.Represents CQS SVP on interdepartmental committees and interfaces with clinical administrative and senior level staff as appropriate.Responds to hospital wide initiatives/issues on behalf of CQS.Current committee assignments include:

Quality Oversight Committee

Quality and Patient Safety Committee

CQS Town Hall

Excellence Everyday Communications

7.In collaboration with CQS leadership team assesses FTE and space needs and implements plans as needed to address.

8.Grants administration Works with Partners Research Management to set up monitor and report on any grants and/or special funds.Serves as research manager for CQS related grants and contracts.

Utilizes InfoEd electronic system to initialize new grants and establish corresponding fund numbers

Serves as liaison between CQS and Partners grants administration (both pre and postaward specialists)

Communicates with grant sponsors to obtain necessary documentation and provide pertinent updates on status of grant

Assists with grant budgeting and other logistics as needed

9.External relationships Oversees new and existing quality and safety engagement opportunities with external enteritis. Working with the SVP review and manage requests for interactions with external entities. Such entities may include 1 parties interested in visiting MGH to learn about CQS 2 quality and safety professional societies (e.g. MITSS Mass Coalition Lucian Leape etc. interested in CQS support and 3 collaborators from other organizations interested in partnering with CQS (e.g. Northeastern University Healthcare Systems Engineering Institute). Oversees nonemployee onboarding process for nonpaid parties participating in CQS activities.

10.Works on other projects and duties as directed by Senior Vice President.


Provides indirect supervision of administrative support staff in CQSs administrative offices.Supervisory responsibilities adjusted as appropriate to align with CQSs programmatic needs.
