Main Purpose of Job

The District Manager assists in the management and guidance of staff for the Family Investment programs in Anne Arundel County DSS. The incumbent directly manages one of the district offices to ensure accurate and timely delivery of benefits and services and ensures compliance with all federal and state rules regulations and policies. The District Manager is responsible for the achievement of all Family Investment Program goals related to assisting families encouraging selfsufficiency and promoting personal responsibility for growth and independence. The District Manager provides supervision directly to all the supervisors in the office and indirectly to all staff in the office and partners with other service areas to ensure the building facility needs are addressed.

POSITION DUTIES

Manage the daily operation of the Family Investment Administration programs (TCA/FS/MA/TDAP/EAFC) in a designated district office or via telework location; direct assigned staff regarding daily assignments and oversee the physical plant to ensure sustainability of operations when on site. Supervise the Family Investment Administration (FIA) supervisors in the Annapolis district office by motivating developing tracking and evaluating skills to ensure optimal office and telework performance for quality service delivery to customers in accordance with Federal State County Agency and other applicable policies procedures and guidelines. Monitor and track compliance regarding policy and procedures established to meet program goals and mandates. Coordinate and facilitate consistency and best practices in Anne Arundel County FIA Division through collaboration and integration with other operational units especially the Glen Burnie District Manager Quality Assurance Manager and Resource Division Manager. Facilitate a working relationship and integration with the Child Welfare Division Volunteer Services the Central Office and other partnering agencies. Maintain expert knowledge of the DHR/FIA policies and procedures related to determining eligibility for Family Investment Administration programs to meet all TANF and SNAP compliance requirements including WORK requirements.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered and to appear on the list of people eligible for hire. Please read all requirements before applying.

Experience:Eleven years of experience seven years of experience in administrative professional or technical work two years must have involved supervision of other employees or exercisingresponsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices andorganizations.

Notes:

1. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university and seven years of experience in administrative professional ortechnical work two years must have involved supervision of other employees or exercising responsibility for programdevelopment for the required experience.

2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a yearforyear basis for up to sixyears of the required nonsupervisory general experience.

3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a yearforyear basis for the required experience two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

One year of Family Investment Administration experience.

One year of supervisory experience.

One year of experience with Eligibility and Enrollmentsoftware.

One year of experience in Microsoft Office and Google Suite.
