Assistant Director Data & Analytics Strategy Administrative Staff and unclassified pursuant to 124.11 (A) 30 and 3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education. Reports directly to the Director of Data Management & Analysis.
- Assists the Chief Data Officer and the Director of Data Management in refining and implementing the longterm agencys Strategic Data and Analytic Vision.
- Helps coordinate agency implementation of Data and Analytics policies procedures and organizational and governance structures.
- Refines and maintains executable timelines for implementing recommendations identifying immediate intermediate and longterm implementation cycles.
- Assists the Director of Data Management in tracking the performance of Data Management division staff and ensuring accountability for the timely completion of key deliverables.
- Designs and develops data literacy education material for agency staff technical consultants and external reporters submitting data to the agency.
- Leads agency efforts to integrate with and utilize IOP (InnovateOhio Platform) data and resources.
- Conducts highlevel data analysis data mining strategic data analysis planning and data reporting.
- Plans and coordinates improvements to the design of the Higher Education Information (HEI) system and makes recommendations to improve extract transform and load (ETL) processes.
- Manages the design and development of automation processes and related infrastructure; guides data management staff in best practices for automation of repeatable processes.
- Reviews and evaluates data quality standards for data submissions from campuses.
- Coordinates and assists in policy development and implementation related to data collection and management including data quality control measures.
- Facilitates appropriate handling of confidential and sensitive information and information systems comprised of personally identifiable information as defined by FERPA.
- Other duties as assigned.

The Ohio Department of Higher Education is a Cabinetlevel agency for the Governor of the State of Ohio that oversees higher education for the state. The agencys main responsibilities include authorizing and approving new degree programs managing statefunded financial aid programs and developing and advocating policies to maximize higher educations contributions to the state and its citizens.
The Data Management and Analysis division is responsible for the collection of Higher Education Information (HEI) system data and the activities around the use of that data. Data management staff work with institutions to submit data troubleshoot errors and warnings that occur during the submission process and provide guidance on how to interpret data elements in the system. In addition to providing support to the institutions for data submission the Data Management and Analysis area also provides data and analyses to fulfill thead hoc reporting requirements of the agency the legislature governor and public and fulfills data requests related to higher education in Ohio.
MINIMUM QUALIFICATIONS:
- At least 30 credit hours of graduate work from an analytical field such as statistics mathematics economics or computer science.
- Excellent communication skills with the ability to interpret and explain complex data to nontechnical audiences.
- Experience independently managing complex analytical projects with multiple deliverables.
- Solid understanding of data modeling concepts with the ability to translate business propositions into quantitative queries analyses and products.
- Knowledge and experience with database design ETL processes automation tools and related infrastructure.
- Experience in scripting languages like R or Python and familiarity with SQL.
- Proven track record in research design methodology data analysis and development of data tools and analytical instruments.
- The position requires administrative access to the HEI Auth and HEI system which will require acknowledgment of stricter background check scrutiny.
PREFERRED QUALIFICATIONS:
- Masters degree in an analytical field such as statistics mathematics economics or computer science.
- Experience with big data tools like Hive Spark Hadoop and Impala.
- Experience managing multiple staff.
- Experience coordinating data analysis projects from conceptualization through final analysis.
