Main Purpose of Job

This Position reports directly to the Deputy Director of Budget/Accounting/RevenueOffice of Finance Medical Care Programs (BAR). This position provides dailyprofessional accounting and budget support to the Deputy Director of BAR anddirectly supervises professional and fiscal staff in the revenue accounting grant andbudget operations of the Medical Care Programs through the Office of Finance. Thisposition also provides support to the Deputy Director of BAR in reviewing andimplementing new and improved work procedures for the division. The positionrequires the ability to multitask delegate task assignments and to meet knownrecurring deadlines as well as adhoc deadlines while ensuring quality accuracy andcompleteness in the finished product. The position responds to MDH SeniorManagement requirements for specialized reports within compressed time frames andon short notice and the incumbent recognizes that flexible and additional work hoursmay be required to satisfactorily respond. The position requires advanced softwareskills with both Excel and MS Word and the ability to quickly learn train and adapt tovarious automated budget and projection worksheets as prescribed by the MDH budgetManagement Office (BMO) and by the Department of Budget and Management(DBM). The Program budget for FY2024 is more than $14.5 billion total funds. Theadministrative budgets are in seven separate programs within the Medical CarePrograms.

This position also serves as the liaison between the Medical Care Programs programstaff General Accounting Director and Grants staff. This position is responsible foranalyzing and interpreting laws rules and regulations of the grants and fundingprograms throughout the Medical Care Programs to ensure that they are properlyapplied.

This position directly supports the Deputy Director of BAR and serves as liaisonbetween appropriate fiscal staff throughout the agency in compiling and submittingamendments to the Public Assistance Cost Allocation Plan mandated by the FederalGovernment as applied to Statewide Claiming and distribution of Title XIX (Medicaid)and Title XXI (SCHIP) federal funding.

The position requires the ability to effectively assist and direct the budget staff to workwith other Office of Finance and Program staff in the preparation of graphics and thecompilation of reports and data in support of budget and projection issues. The positionrequires the ability to effectively communicate both verbally and in writing withProgram managers on diverse and complex budget issues. The duties of this positionmay include periodic presentations of budget and finance reports to both governmentaland public interest groups.

This position is eligible for partial telework at thediscretion of the appointing authority.

MINIMUM QUALIFICATIONS

Qualified candidates must possessa bachelors degree in Accounting from an accredited college or university or a bachelors degree with 30 credit hours in Accounting and related courses including or supplemented by three credit hours in auditing. In addition six years of experience examining analyzing and interpreting accounting systems records and reports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in the area of cost accounting systems accounting or federal fund accounting and including three years at a supervisory or management level.

Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience. Applicants may substitute one year of professional auditing experience for one year of the nonsupervisory/management experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in accounting and finance including budget. The desired candidate should also possess experience in the following:
  1. Preparing and analyzing of financial transactions and Financial Reports
  2. Supervising and monitoring accounting and financial personnel
  3. Knowledge of Generally Accepted Accounting Principles (GAAP)
  4. Working with Financial and other thirdparty various audits
  5. Preparing annual budgets and budget projections
  6. Cost allocation plans and monitoring expenditures posted using the correct cost allocations
  7. Proficiency utilizing Excel and other Microsoft office tools
