Main Purpose of Job
The Maryland Department of Juvenile Services(DJS) is seeking creative experienced and energetic applicants for theposition of
Superintendent of the Juvenile Services Education Program(JSEP). The JSEP Board hires evaluatesand supervises the Superintendent. The Superintendent shall work with the Boardand DJS to turn JSEP into one of the best school systems operating withinjuvenile facilities in the nation. Towards that end the Superintendent isresponsible for the daytoday operations of JSEP recruitment and employmentof all personnel for the development of curriculum administrative rulesregulations and procedures to implement the educational program within theframework of State laws rulings and regulations of the Maryland State Departmentof Education and the policies of the JSEP School Board. The Superintendent is anonvoting ex officio member of the JSEP Board. The Superintendent also servesas a member of DJS Executive Team.

ORGANIZATIONJSEP is responsible for providing theeducational services to students placed in a DJS operated detention ortreatment facilities and that the education program is integrated into theoverall treatment program. DJS is an executive agency whose mission is to transform young peoples livescreate safer communities and forge more equitable systems throughcommunitybased partnerships that hold youth accountable while building ontheir strengths and support systems. DJS actively operates eight 8)detention and treatment facilities statewide and a JSEP school is located onthe grounds of each juvenile facility. JSEP schools serve approximately 1174students per year and an average of 350 students daily with a budget of $23.3million and a staffing allotment of 171 positions. JSEP offers classes alignedto the Maryland College and Career Ready Standards (CCRS) along with GED andpostsecondary options.

ROLEThe Superintendent of JSEP will have a uniqueopportunity to improve educational opportunities choices and quality ofinstruction for the children committed to DJS operated juvenile justicesettings in Maryland. The JSEP Superintendent must believe deeply in and bemotivated by the JSEP mission to provide an innovative learning environmentthat meets each students unique needs. The Superintendent of JSEP willchampion equitable high quality holistic and individualized education for aunique student population identify metrics and communicate high expectationsfor JSEP and drive related transformation efforts. The Superintendent willbuild a broad base of support through engagement with policy leaders at thestate and local levels.
POSITION DUTIES
Leadership- Develop a statewide model with a focus on excellence and accountability in serving the educational needs of students in DJS facilities;
- Develop an annual academic strategy for JSEP schools and programs anchored in handson projectbased learning along with high expectations and measurable growth in student performance and college and/or career attainment for all students while understanding and celebrating whats unique about each schools student population and tailoring school strategies with these distinctions in mind;
- Create a systemwide culture committed to making school relevant and meaningful for students many of whom have not experienced success in traditional school settings requiring a rethinking of what school looks and feels like to both students and teachers;
- Coordinate with local education agencies to develop a procedure to maintain dual enrollment in home school and JSEP schools along with procedures to transfer educational records between home and JSEP schools;
- Coordinate with DJS to ensure that the operation of juvenile educational services is integrated with DJS noneducational operations and reform efforts;
- Ensure an academic setting that provides students with opportunities and supports to build their independence and selfadvocacy skills on the path to adulthood. This element must also be integrated on residential housing units and offcampus venues with community and work experiences;
- Review and provide written responses to quarterly Juvenile Justice Monitoring Reports;
- Report to the Governor on or before December 1 each year;
- Participate in all board meetings by assisting the board in the development of the meeting agenda by preparing background materials and analyses of issues brought to the board and by preparing recommendations on all issues brought to the board for decisions;
- Develop systems of collaboration between JSEP DJS LEAs and other state agencies and the wider field of experts both within and outside of Maryland in service to the plan of becoming a highly functioning and valued statewide resource; and
- Perform any other duties assigned by the JSEP School Board.
StakeholderEngagement & Collaboration
- Provide the JSEP stakeholders (JSEP leadership JSEP Board members families of current students and special education advocates) as well as the general public clear frequent and easily accessible information about the schools their missions their curriculums and their academic performance;
- Ensure that administrators and teachers communicate student progress and academic resources to parents;
- Develop and facilitate monthly parent engagement sessions that allow for the sharing of information resources events and solicit parents/guardian and student feedback; and
- Develop strong and sustainable partnerships with local education agencies (LEAs) other relevant state agencies and with the wider field of national experts.
TalentManagement
- Foster an environment that encourages continuous learning and improvement on the part of school staff;
- Develop and implement a hiring and retention plan that attracts a staff with wide range of experiences and skills who are fully committed to the students under the care of DJS and JSEP believe that all students can learn and grow and deserve a top notch education regardless of their circumstance complies with applicable state and federal laws targeting the most qualified and competent teachers administrators and extracurricular personnel; and
- Administer annual performance evaluation programs aligned with state requirements that supports teachers and school leaders in defining expectations for student learning and monitoring progress against those goals throughout the year.
Financial Management
- Develop for JSEP Board approval a multiyear strategic budget to achieve agreed upon strategic goals;
- Evaluate the budget forecast and the effectiveness of academic programs as the foundation of the annual planning and budget process;
- Administer the development implementation and annual assessment of educational programs consistent with state and federal requirements;
- Ensure that policies procedures and school rules promote a safe respectful and healthy school environment; and
- Make administrative decisions necessary for the effective and efficient operation of all JSEP schools.
MINIMUM QUALIFICATIONS
Education: A graduate of an accreditedcollege or university.
Experience:Seven 7 years of combined educationexperience in teaching and administration; and highly effective communicationskills both verbal and written.
DESIRED OR PREFERRED QUALIFICATIONS
Graduate degree from an accreditedinstitution of higher education;
Experience working with federalregulations in serving students with disabilities 504 IDEA and ADA);
Experience working with studentsin juvenile justice or alternative education settings;
Experience working withunderserved communities and/or underrepresented students;
Experience managing schoolchangeand evidence of managing successful change processes including evidence ofdriving a team effectively through that change;
A track record for holding schoolsaccountable for high academic standards accessible and appropriateassessments and improved outcomes for students;
Demonstrable evidence ofdeveloping a team or organizational strategy and being accountable for itsresults;
Significant experience designingand implementing diversity equity inclusion and engagement initiatives withinan educational institution or organization;
Experience with trauma basedapproaches in education settings;
Experience with assetbasedpositive developmental approaches in educational settings; and
Possess or be eligible forMaryland Superintendent I or II designation.
