Job Description:
- Lead allaspects of the Subcontract acquisition process from proposal stage through Program award and with general oversight.
- This acquisition process includesrequirements definition generation of Statements of Work generation of Requestsfor Proposals proposal evaluations source selections negotiations and definitizationcost and price analysis file documentation ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations change management invoiceapprovals disputeresolution and subcontract closeout.
- Responsible for managing Subcontractor cost schedule and technical performance and ensuring L3Harris and Customer objectives are achieved including ontime delivery exceptional quality and affordability.
- Draft and negotiate complex contract vehicles including Subcontracts Letter Subcontracts Teaming Agreements and NonDisclosure Agreements.
- Establish major contractual milestones such as preliminary and critical reviews and other contractual schedule goals.
- Applyingenuity andinnovation to develop solutions to complex subcontractproblems and identify areas for performance improvement and cost reduction.
- Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
- Develop and maintain working relationships with crossfunctional partners.
- Providetimely and accurate subcontract status toL3Harris Management and crossfunctional stakeholders.
- Ensure budget sales forecast and EVMS performance is met
Essential Functions:
- Motivated selfstarter who can work independently through the Subcontract Management Process Flow and is well versed in managing supplier performance in the areas oftechnical scope schedule and cost
- Work should be performed within set boundaries and with moderate oversight
- Operate with sense of urgency and within tight deadlines
- Must be able to communicate effectively with a wide array of professional levels and functions
- Manage program budgets and explain variances in monthly performance
- Ability to navigate FAR/DFARS ITAR EAR regulations and internal procedures for compliance
- Support Small Business Initiatives
- Ability to generate spending plans payment forecastsand variance reports
- Follow strategic direction set by Program and functional leadership
- Experience managing budgets and sales forecasting
- Proficient in Microsoft Suite of Products
- Strong verbal and written communication skills
Qualifications:
- Bachelors Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree minimum of 10 years of prior related experience
Preferred Additional Skills:
- TS/SCI clearance preferred
- Experiencein Government Contracting/Subcontracting
- Experiencein managing various types of subcontractsincluding hardware software service subcontractsand followon/production subcontracts
- Experiencein the following contracttypes: FFP FPIF T&M Labor Hour CostType(w/fixedfee incentive fee or award fee)
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Ability to periodically travel to supplier facilities (mainly domestic locations)
