Position Overview

The Vice President of Impact Operations provides operational leadership and team management for Liberty Hill Foundations programs ensuring that the systems processes and structures are in place to advance the organizations North Star of building power in communities most impacted by systemic oppression. This senior leadership role drives the effective implementation of the Foundations Strategic Plan by operationalizing strategic objectives and embedding accountability efficiency and collaboration into daily programmatic activities.

This role is responsible for the oversight of government contract compliance and budget management ensuring that public funding streams are effectively administered in partnership with Finance and Operations teams. The VP of Impact Operations ensures financial stewardship across programs monitors expenditures and guarantees adherence to grant and contract requirements.

Reporting to the Chief Impact Officer (CIO) the VP of Impact Operations works closely with the VP of Impact Strategy to align operational with strategic priorities. This role supervises programmatic leaders and supports supervisors fostering team cohesion and a culture of mentorship accountability and professional growth. The VP ensures the seamless coordination of workflows compliance frameworks and evaluation processes enabling measurable progress toward organizational goals.

What you will do

Operational Leadership

  • Oversee the operational management of Programs ensuring the seamless implementation of organizational workflows standard operating procedures (SOPs) and decisionmaking and project management frameworks.
  • Partner with the CIO to ensure alignment between programmatic strategy and daytoday operations within the Impact area.
  • Develop and maintain systems for tracking operational performance program milestones and team outcomes to support datainformed decisionmaking.
  • Lead performancebased and outcomebased program staff.
  • Operationalized strategies to achieve strategic goals.

GovernmentFunded Programs & Budget Management

  • Lead the oversight compliance and financial stewardship of governmentfunded programs ensuring proper budgeting tracking and reporting in alignment with grant and contract terms.
  • Develop and implement policies and procedures to manage public funding streams ensuring compliance with local state and federal regulations.
  • Partner with Finance and Operations teams to develop program budgets monitor expenditures and track key financial performance indicators.
  • Ensure that all programs funded by government contracts align with funder expectations meet reporting deadlines and maintain financial integrity.
  • Work crossfunctionally to identify funding gaps forecast budgetary needs and develop strategies to sustain governmentfunded initiatives.

Team Supervision Mentorship and Development

  • Supervise and mentor senior program leaders and operational staff providing thought partnership and support to supervisors.
  • Establish accountability structures and coaching frameworks to help supervisors develop their leadership skills effectively manage their teams and meet program objectives.
  • Foster a culture of continuous learning professional growth and collaboration across the Impact team with a strong focus on equity and inclusion.
  • Provide ongoing feedback guidance and thought partnership to help team members navigate challenges and identify opportunities for growth and innovation.

Collaboration and Integration

  • Serve as a key operational liaison between Programs and other Impact functions (e.g. Advancement) to ensure alignment and shared goals.
  • Partner with departments such as Finance Communications and Operations to optimize crossteam collaboration and drive efficiency.
  • Work closely with the CIO to align programmatic with the broader organizational vision and strategic framework.

Compliance and Process Improvement

  • Monitor and ensure compliance with all Liberty Hill policies grant requirements and applicable regulations.
  • Identify opportunities for process improvement within Program Operations and implement solutions to optimize effectiveness and impact.
  • Support the integration of evaluation and learning processes to strengthen program outcomes and organizational adaptability.

Strategic Alignment and Support

  • Partner with the CIO to support the implementation of longterm programmatic strategies and organizational goals.
  • Ensure alignment between operational and the CIOs vision for Programs and Advancement contributing to highlevel planning and decisionmaking.
  • Support initiatives that embed evaluation learning and innovation across programmatic efforts.
  • Enhance flesh out and implement organizational vision as established in the strategic plan.


Requirements
  • Education: Bachelors degree in a related field or equivalent experience preferred with strong emphasis on lived experience.
  • 8 years of leadership experience in nonprofit program operations or management.
  • 5 years in senior management roles overseeing complex operations and supervising diverse teams.
  • Strong understanding of organizational standard operating procedures decision making and compliance frameworks.
  • Unwavering commitment to quality programs and excellence in organizational and project management with the ability to achieve strategic objectives and manage a budget.
  • Demonstrated experience in mentoring and coaching team leaders.
  • Expertise in program evaluation continuous improvement processes and systems optimization.

Preferred Qualifications

  • Familiarity with Liberty Hills mission programs and strategic priorities.
  • Knowledge of grant compliance reporting and donor stewardship.

Physical Asks:

Ability to engage in a hybrid remote work environment in our shared downtown coworking space or working remotely.

Must live in Los Angeles County and be available for facetoface collaboration as needed.
