Job Description

Introduction

The City of New Haven is seeking a highly organized and detailoriented Acquisition/Disposition Coordinator to support the management of its real estate portfolio. This role plays a crucial part in the Citys economic development efforts by overseeing the acquisition disposition and strategic use of municipal properties. The ideal candidate will have experience in real estate transactions urban planning or public administration and will work closely with various city departments and stakeholders to ensure timely and efficient property management. PRIMARY FUNCTIONS

This is a responsible position within the Economic Development Administration (EDA). The work involves management and administration of the portfolio of real estate owned by the City of New Haven (the City) together with a supportive role in effectuating key decisions by the City concerning future land use. Such work includes determining which parcels of land the City may acquire through condemnation tax foreclosure or friendly acquisition. It includes the tracking of properties through the Citys acquisition and disposition process to insure timely development of future projects. In addition the position coordinates related EDA activities in the area of acquisition and disposition of structures and assures completion of individual projects under the various programs in accordance with neighborhood plans and commercial development approvals.

Reports to Economic Development Administrator Special Counsel to Economic Development or such other designee as the Economic Development Administrator may direct from time to time.

The position has no direct reports but will involve coordination of various support services including both internal staff and external vendors.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Coordination of the processes of the Citys Tax Assessor Office of Building Inspection and Enforcement Livable City Initiative (LCI) Health Department Police Department and Fire Department in order to maintain and keep updated the. Citys real estateowned portfolio.
  • Coordination of the designation acquisition and disposition processes for blighted properties in accordance with the authority grantee to or held by the Citys Board of Alders the LCI Board of Directors the New Haven Development Commission the New Haven Redevelopment Agency and any other agencies or commissions with relevant jurisdiction.
  • Preparation of LCI communications to the Citys Board of Alders concerning the acquisition and disposition of Cityowned properties and coordination of the procedural process including liaison with the various committees involved with the transactions concerning Cityowned real estate.
  • Performance of the basic inspection requirements including verification of ownership cleanliness size of property and/or street analysis.
  • Direct involvement in LCI hearing and meeting procedures concerning proposed real estate transactions including the collation and distribution of backup documentation correspondence and referrals for proposed development projects.
  • Supporting due diligence and other such transactional activities concerning the Citys real estate interests with respect to the potential acquisition of properties.
  • Maintenance of a Citywide inventory of vacant and blighted properties and coordination of the marketing of City owned real estate.
  • Acting as a departmental liaison with neighborhood development corporations and other such entities.
  • Processing the sale of City owned real estate including meeting with potential developers and analyzing potential projects with responsibility for performing or coordinating the related technical and clerical work.
  • Tracking and monitoring substantive real estate activity recorded in the New Haven Land Records.
  • Performs other related duties as required.

EDUCATION QUALIFICATIONS & EXPERIENCE

Graduation from a fouryear College or University with a degree in public administration political science economics housing urban planning or a related field and one to three years of experience with governmental research or administration or any equivalent combination of training and experience which provides the following knowledge skills and abilities. Possession of a current Connecticut Real Estate License is preferred but not required. Knowledge of Geographic Information Systems (GIS) software to analyze property and neighborhood data ideal but not required.

KNOWLEDGE EXPERIENCE SKILLS & ABILITIES

  • Knowledge of municipal government structure and operations.
  • Knowledge of research and standard procedures for real estate transactions undertaken as part of a federal state or municipal program.
  • Knowledge of real estate development processes such as understanding of zoning regulations land use planning and development processes in urban environments.
  • Ability to perform basic inspections including verification of ownership cleanliness size of property and/or street analysis.
  • Analytical and research skills to assess property conditions legal documentation and market feasibility.
  • Ability to analyze and interpret complex data from land records tax assessments and urban planning studies.
  • Ability to negotiate acquisition and disposition terms with property owners developers and other stakeholders.
  • Ability to present material publicly and to communicate effectively both orally and in writing.
  • Proficiency in using applications such as Word and Excel for creating documents spreadsheets and presentations.
  • Competency in using email clients (e.g. Outlook Gmail) and calendar applications for scheduling meetings and managing correspondence.
  • Demonstrated project management skills and the ability to work well under pressure.
  • Excellent organizational skills with the ability to manage multiple tasks prioritize effectively and maintain attention to detail in a fastpaced environment.
  • Ability to work effectively with other city departments diverse public and private stakeholders and individuals.

NECESSARY SPECIAL REQUIREMENTS

  • Must have at time of application: Connecticut Drivers License and maintain throughout course of employment.

SALARY BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund Tested position.

This position is included in a collective bargaining agreement with Local 3144 American Federation of State County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10 of pay.

Employment is contingent upon the successful completion of: 1 a preemployment background check 2 a preemployment physical examination including preemployment drug screening accordance with the Citys Drug Free Workplace Policy* and 3 a 90day probationary period.
