Job Description

Position Title: Executive Director Health Services System

Organization: City and County of San Francisco

Salary Range: $213018 $271778 Annually (A Range)

Organization Profile:

Berkeley Search Consultants has been retained by the City and County of San Francisco to recruit for their Executive Director of the San Francisco Health Service System (SFHSS). The San Francisco Health Service System (SFHSS) negotiates and administers comprehensive health benefits for over 123000 employees retirees and their dependents from various city and county entities. SFHSS oversees all benefit operations to ensure programs effectively meet members diverse needs. With a strong focus on wellbeing and data analytics SFHSS continuously reviews and improves health and pharmacy utilization and performance including Accountable Care Organizations.

Position Profile:

Reporting to the San Francisco Health Service System Board the Executive Director (Director) of SFHSS is responsible for the overall strategic direction administrative and operational effectiveness of the SFHSS. The Director oversees a benefits budget of over $1.2 million and an administrative/operations budget of $19 million. The SFHSS negotiates and administers benefits for over 123000 employees retirees and dependents of the City and County of San Francisco the San Francisco Unified School District the Community College of San Francisco and the San Francisco Superior Court. The Director ensures the successful of benefit operations and administration including medical dental voluntary benefits Wellbeing and Data Analytics programs.

Responsibilities:

  • Oversee the operation of all departmental functions activities and programs setting objectives and monitoring performance.
  • Determine organizational structure staff assignments service levels and administrative systems to achieve the departments mission effectively and efficiently.
  • Support the implementation of SFHSSs strategic plans and the Citys economic recovery program.
  • Collaborate with other City departments to address healthrelated challenges.
  • Monitor operations and capital programs to ensure consistent and equitable resource delivery for San Franciscos diverse communities.
  • Report to the SFHSS Board and coordinate activities with other City departments and external agencies.
  • Oversee financial planning prepare and implement the departments annual budget and monitor expenditures.
  • Establish and update the operating budget and the Healthcare Sustainability Fund with the approval of the SFHSS Board.
  • Ensure compliance with all local state and federal laws including HIPAA COBRA IRS Section 125 and the ACA.
  • Cultivate key relationships with City and County officials other HSS participating employers public entities and strategic partners.
  • Ensure excellent customer service and timely resolution of member complaints grievances and appeals.

Qualifications:

Required Qualifications;

  • Education: Possession of a baccalaureate degree from an accredited college or university; AND
  • Experience: Increasing levels of responsibility in employee health benefits policy design and administration with a minimum of 5 years of managementlevel employee benefits/health plan administrative/healthcare administrative or related experience including a minimum of 3 years of senior management/executive level employee benefits/health plan administrative/healthcare administrative or related experience. All experience described above must include supervisory experience.

Substitution:

  • Applicants may substitute up to two 2 years of the required education with additional qualifying experience in employee benefits/health plan administrative/healthcare administrative or related experience at the senior management/executive level on a yearforyear basis. One year 2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
  • Applicants may substitute a Masters in Human Resources Management Health Administration Health Economics or a related discipline for one year of experience.

Desirable Qualifications:

  • Possession of an advanced degree such as a MBA or a Masters Degree in another related discipline.
  • Possession of a Professional Certification such as CEBS (International Foundation of Employee Benefit Plans) SPHR (Human Resources Certification Institute) or SHRMSPC (Society for Human Resource Management).
