Duties and Responsibilities

(NOTE: ** denotes Essential Functions)

  • **Serves as a Fiscal Specialist for the Applied Research Laboratory (ARL) under the Office of the Vice President for Research and Innovation (OVPRI).
  • **Provides a full range of fiscal support services in compliance with State University Research Corporation of the University of Hawaii (RCUH) and other relevant guidelines. This includes generating financial and budget status reports with forecasts and trends managing property and equipment offering technical assistance and conducting research and analysis.
  • **Manages overall contracts administration including postaward functions such as account establishment and maintenance budget input forecasting personnel management procurement disbursing reporting and closeout processes.
  • **Prepares reports and collects information requested by government agencies sponsors management and other stakeholders as needed.
  • **Responsible for reviewing purchases to ensure compliance with applicable Federal State and University policies and procedures. This role involves managing a full range of funding sources including General Special Revolving and Federal funds within both the University and RCUH systems.
  • **Authorizes purchases under $15000 ensuring alignment with organizational policies and procedures regulatory compliance and availability of funds.
  • **Oversees the review management and administration of subawards to ensure adherence to terms and conditions.
  • **Collaborates in preparing comprehensive responses to audit findings and implementing recommendations effectively.
  • **Assist with developing and designing special reports data extracts and projects as assigned to facilitate systemwide compliance monitoring and respond to various requests (e.g. from sponsors legislature or management).
  • **Providesguidance and support on contract compliance and associated matters ensuring adherence to relevant regulations and organizational standards.
  • **Responsible for ensuring compliance with financial regulations for extramural awards.
  • Other duties as assigned.

Minimum Qualifications
  • Possession of a baccalaureate degree in Business Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for financial management and/or financial/cost accounting; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  • Considerable working knowledge of principles practices and techniques in the area of governmental accounting finance or business administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with financial or government accounting purchasing/contracting management and payments.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  • Demonstrated ability to operate a personal computer apply word processing software and proficiency in Microsoft Office Google Applications and Microsoft Teams.
  • If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
Desirable Qualifications
  • Familiarity or work experience with the Kuali Financial System (KFS) and/or RCUH Financial Portal.
  • Knowledge of the policies and procedures of the University of Hawaii and the Research Corporation of the University of Hawaii.
