The salary range for this position is $23.26 $32.79/hour; $48566 $68465/annually
This position performs advanced paraprofessional HR services work and support. Serves employees on the SCSU Campus. Under limited supervision performs functions related to labor relations and personnel matters determines resolution for detailed and complex HR matters oversees FMLA for SCSU faculty and staff provides support for insurance and retirement related questions faculty credentialing and management of the IFO creditable work experience form and oversees the campus new employee training program.
This position is considered confidential as defined by M.S. 13.37 as it accesses and utilizes information pertaining to labor relations serves as a resource to management for labor relations information provides assistance and information for use in the development of a strike plan.
PRINCIPLE RESPONSIBILITIES AND RESULTS
1. General human resources work:
Advises and explains personnel policies laws and collective bargaining agreements to staff and faculty so personnel actions are in compliance. Advise supervisors and administrators on the administration of the classified and unclassified labor contracts rules policies and procedures so that personnel decisions are made within the context of appropriate guidelines
Records and maintains university personnel data so information is readily available. Prioritizes enters monitors and modifies all phases of HR data entry and reconciliation for a broad range of complex transactions. Ensure data integrity through understanding of SCUPPS SEMA4 and Workday transactions.
Follows up biweekly on time card submission runs all necessary reports to ensure accurate submission
Reviews Gateway and Team Dynamix tickets; Audits service center processing for accuracy.
Employment verifications/ I9s as needed.

2. Advise and oversee employee leave plans.
Provide and administer leave of absence benefit information to employees regarding FMLA paid parental leave general leave of absence paid and unpaid LOA shortterm and/or longterm disability insurance. Communicate and advise HR/Payroll supervisors and employees of their rights and options according to CBA/Plan language as it relates to federal and state rules and regulations for unpaid or paid leave.
Coordinate all paperwork and communication for the FMLA/PPL process. Compute enter and track leave hours into Workday.

3. Advise employees on benefits and retirement plans.
This position will provide backup support to the Designated Department Insurance Representative (DDIR). Serve as a resource on benefit eligibility under collective bargaining agreements and ACA open enrollment and act a liaison between MMB SEGIP the HR Service Center and employees. Responds to questions and concerns accurately in a professional confidential and courteous manner in compliance with benefit programs federal and state policies (MMB ACA/ESR) and collective bargaining agreement CBA/Plan language.
Provide general retirement plan information to all classified unclassified administrators faculty and staff. Providing retirement information in accordance with CBA language state and federal laws related to retirement payments severance vacation liquidation and benefits.
This position will be responsible for overseeing the Emeritus Program. This includes initiating the Emeriti Request Form creating the Presidents letter entering the Emeriti Academic Appointment in Workday and notifying the appropriate on campus partners.
This position will be responsible for sending the required Right to Elect and Second Chance Election notices. All correspondence must be sent saved and filed accordingly.
Complicated insurance and/or retirement questions will be escalated to the Benefits Specialist or Associate Director as needed.

4. Organizational and Records Maintenance
This position will maintain and update the online employee directory HR webpages etc. This position will be responsible for entering IFO Creditable Work Experience into SCUPPS and verifying degree credentials in Workday. This position will also help manage seniority programs in HR Campus. This position will also be responsible for the employee personnel file system.

5. ELM Management/Tuition Waiver Management:
Manage the required annual training for all employees at SCSU. Review employee assignments and ensure appropriate training is assigned. Work with Safety Director to verify positions needing additional training are flagged and training is given and completed. Work with system office to ensure appropriate training is loaded and monitor for completion. Draft campus communication on required training and work with leadership to encourage completion. Provide assistance to employees on with questions and technical difficulties on completing training. Help the Benefits team with managing the tuition waiver benefit for all employees on campus.
Review contractual requirements and inform employees on benefits. Request requests and approve/deny based on eligibility. Manage requests campus communications invoicing and reporting to ensure deadlines are met and records are updated and in compliance with the contract.

6. Oversee and process employee overpayments.
This position is responsible for identifying reviewing analyzing and assisting in the resolution of payroll overpayments. Responsible to provide resolutions to faculty staff and the Human Resources Service Center in order to address overpayments in a timely and accurate manner. Complicated overpayment situations will be escalated to the Employee Experience Specialist and/or the Associate Director as needed.

7. Other Duties as Assigned:
Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable generalist. Make recommendations on ways to improve the quality and efficiency of Human Resources Department.

Minimum Qualifications
Associates degree or one year of HR paraprofessional experience or equivalent combination of experience and education
Associates can substitute for 6 months experience
BA/BS can substitute for 1 year experience
Masters can substitute for 1.5 years of experience
Knowledge of employment law such as: FMLA ADA EEO ACA.
Proficient with technology databases spreadsheets and word processing software.
Strong customer service and human relations skills sufficient to interact with courtesy respect and professionalism with individuals of varying educational levels and diverse backgrounds.
Strong attention to detail time management and organization skills with the ability to refocus and concentrate on complicated issues with accuracy in an environment with frequent interruptions.
Preferred Qualification
Bachelors degree in HR or related field.
Experience with any of the following: employee training programs benefits administration retirement programs
Knowledge of State and/or MinnState personnel policies and procedures MinnState labor contracts and system policies.
Knowledge of State and MinnState programs such as SCUPPS and SEMA4.
Problemsolving and decisionmaking skills sufficient to recognize problems identify causes research and evaluate alternatives and choose/recommend the most effective action/solution.
Experience in handling confidential and sensitive information with utmost discretion.
