Job Description

Technical Writer II

The Maine Bureau of Motor Vehicles (BMV) has over the last 2 years undertaken a complete modernization of its digital driver licensing system. The system is expected to go-live in 2026. To ensure successful implementation the Bureau and its Information Services require assistance in capturing system documentation. Documentation must be complete by the end of 2025 to ensure staff training can be accomplished before the implementation date.

The Technical Writer II will assist the Information Services (IT) Division in creating comprehensive technical documents designed for an IT audience. This documentation will outline the key features of the modernized driver licensing application as well as the associated processes and procedures within the IS department. Topics will include but are not limited to system architecture and external integrations REST API configurations batch processing workflows point-of-sale integration data management strategies and roles and permissions.

Years of Relevant Experience: 3 to 10 years.

Preferred Education: 4-year college degree or equivalent technical study

Role Description:

  1. Develop enhance and maintain user documentation for multiple applications including documentation required for the operations provider.
  2. Develop on-line source documentation as appropriate.
  3. Create digital presentations.
  4. Maintain documentation libraries and subscription lists.
  5. Identify create revise and maintain documentation and templates needed by the Application Teams.
  6. Ensure appropriate access/use of documentation materials.
  7. Maintain application and user documentation.
  8. Ensure messages and terminology is consistent across all written materials.
  9. Research and complete documentation service requests.
  10. Work with Application Team members to enhance their understanding of end-user and technical documentation.
  11. Communicate accurate and useful status updates.
  12. Manage and report time spent on all work activities.
  13. Follow quality standards.
  14. Ability to work in a team environment
  15. Complete assigned tasks.
  16. Strong communication skills; both written and spoken
  17. Review and prioritize documentation service requests.
  18. Determine procedures for use of on-line documentation tools and version control documentation as appropriate.
  19. Assist or guide other Technical Writer as needed to develop and maintain user and technical documentation for their assigned applications.
  20. Educate/train technical groups on the essential need for developing and using standard documentation for all processes.
  21. Organize and prepare work effectively to facilitate proactive resolution of problems rather than reactive.
  22. Research problems before approaching Project Manager or Team Lead for assistance.
  23. Identify and make recommendations around documentation and templates needed by the Application Teams.
  24. Identify and initiate continuous improvement opportunities.
  25. Direct the development of accurate estimates for documentation requests/activities as required
  26. Lead efforts in developing and facilitating implementation of the Documentation team goals and metrics.
  27. Develop workable practical measurable work plans defining activities schedules and tasks with Team Leads.
  28. Review and understand the Application Teams workplan.
  29. Determine time estimates and schedule for own work and resolve issues in a timely manner.
