Job Summary
Chloeta is seeking a skilled Hazard Mitigation Assistance BenefitCost Analysis Specialist to perform BenefitCost Analysis (BCA) to evaluate the costeffectiveness of the proposed mitigation projects and ensures compliance of State and Federal laws regulations and policies applicable to the FEMA PA IA and HMGP Programs.
Job Classification: 1099 Contractor Call when needed
Duty Station: Remote/virtual Nationwide
Travel: This position may require travel to client locations and project sites.
Duties/Responsibilities
Uses FEMAs BCA Toolkit to analyze and document the benefits versus the Event ID: EVTPage 7 costs associated with the project.
Prepares BCA reports that meet FEMAs standards and guidelines
Addresses any BCArelated queries or revisions requested by FEMA during the application review process
Performs detailed benefitcost analyses to determine whether proposed hazard mitigation projects are costeffective according to FEMAs guidelines and thresholds
Evaluates financial data project scope and technical information to ensure accurate and comprehensive analyses
Collects reviews and validates all data for the BCA process including hazardspecific information historical damage records and project cost estimates
Assists stakeholders in identifying and documenting quantifiable benefits for mitigation projects including reduced risk to people and property infrastructure resilience and economic savings
Evaluates whether proposed mitigation measures are costeffective and prioritize projects that demonstrate the greatest return on investment in disaster risk reduction
Identifies costeffective alternatives or modifications to proposed projects to enhance their feasibility and align them with FEMAs funding requirements
Prepares and submits detailed BCA reports for FEMAs review ensuring all calculations data sources and assumptions are clearly documented
Develops summaries and presentations to communicate the results of BCAs to stakeholders in a clear and concise manner
Uses hazardspecific data such as flood mapping seismic risk assessments and climate projections to support the BCA process
Ensures that BCAs account for longterm benefits including reduced maintenance costs improved resilience and avoided losses
Works closely with FEMAs Hazard Mitigation Assistance (HMA) team Public Assistance (PA) specialists and other federal state and local agencies to ensure a coordinated approach to BCA
Conducts quality assurance reviews of BCAs prepared by applicants or other team members to ensure accuracy and compliance with FEMAs standards
Required Skills/Abilities
Proficiency in FEMAs BenefitCost Analysis (BCA) software and other analytical tools.
Knowledge of Hazus and other damage functions or scenarios is beneficial.
Strong ability to interpret and analyze financial technical and risk data to assess the costeffectiveness of mitigation projects
Ability to explain complex analyses and results to nontechnical audiences including applicants stakeholders and decisionmakers
Knowledge of the Stafford Act or the National Flood Insurance Act (NFIA) programs e.g. PA IA and HMGP
Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program
Exceptional interpersonal and communication skills
Strong interpersonal and communication skills to work effectively with applicants stakeholders and FEMA teams
Ability to conduct or interpret hazard vulnerability assessments and integrate risk data into project proposals
Comprehensive understanding of FEMA grant programs including Public Assistance (PA) Hazard Mitigation Grant Program (HMGP) IA and others
Familiarity with FEMA guidelines policies and compliance requirements
Ability to interpret and apply federal regulations to ensure compliance
Strong organizational skills and meticulous attention to detail ensuring accuracy in all aspects of grant management and reporting
Comfortable adapting to evolving priorities and requirements
Dedication to delivering highquality results that align with organizational goals and community needs
Ability to manage multiple projects and priorities in a dynamic environment
Familiarity with FEMA GO Grants Portal and other grant management platforms
Education and Experience
Required: Bachelors degree in public administration Emergency Management Business Accounting or a related field
