Job Description

Primary Purpose:

Actively identifies and recruits eligible migratory children for the regional Migrant Education Program. Secures assistance from local LEAs and agricultural entities to establish and maintain a trusted relationship that allows for effective Migrant recruitment throughout the region. Serves as an advocate for Migrant Education Program and migratory children thus enabling them to receive services to meet their unique educational needs.

Qualifications:

Education/Certification

  • High School graduate or GED required
  • College hours in related field and/or equivalent work experience is preferred
  • Bachelors degree in education psychology or social work is preferred

Skills

  • Bilingual skills in Spanish/English is required
  • Migrant Education Program experience is preferred
  • Ability to travel/drive and work outside of regularly scheduled work hours is required (i.e. attending/ conducting/ participating in weekend and/or evening community events meetings and/or workrelated activities)
  • Possesses a working knowledge of computers internet email and of working in student databases
  • Experience in community partnering and collaboration is preferred
  • Must be selfmotivated and customer service oriented with strong public/human relations and time management skills
  • Service oriented team player and performs job responsibilities in an orderly and accurate manner

Working Conditions:

  • Tools/Equipment Used: Standard office equipment including personal computer and peripherals
  • Posture: Must be physically able to tolerate prolonged sitting frequent standing; occasional bending/stooping pushing/pulling twisting and standing
  • Motion: Must be physically able to tolerate frequent standing and walking repetitive hand motions frequent keyboarding and use of mouse; occasional reaching frequent driving
  • Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying 25 pounds or more)
  • Environment: Must be physically able to work inside; tolerate frequent regionwide travel/driving outside of regular business hours (i.e. evenings and weekends) and occasional statewide travel; regular exposure to noise
  • Mental Demands: Must be able to work with frequent interruptions; maintain emotional control under stress; work prolonged or irregular hours on occasion
  • Regular Attendance is an essential function of this position

Major Responsibilities and Duties:

  1. Conducts regionwide recruitment of migratory children as needed yearround in project districts including review of Migrant Family Surveys for potential leads and conducting annual residency verification of migratory children
  2. Assists with annual ID&R Eligibility Validation as required by TEA
  3. Identifies and recruits migrant students in nonproject districts within the region as needed
  4. Reviews Migrant Family Surveys of nonproject districts and follows up on potential leads
  5. Conducts annual residency verification of migratory children in nonproject districts
  6. Identifies and recruits migrant OutofSchool Youth regionwide who have not been recruited by an LEA
  7. Coordinates all TXNGS encoding for migrant students with migrant NGS data specialists to facilitate monthly reports to TEA
  8. Serves as backup for TXNGS data specialist including data entry of student information and monthly reports
  9. Provides technical assistance to district migrant personnel regarding eligibility requirements and migrant databases
  10. Travels throughout Region geographical area to meet with all agricultural producers and employers on an individual basis to promote the Migrant program
  11. Develops contacts with external agencies to ensure active recruitment occurs for all eligible migrant children
  12. Coordinates with agricultural agencies and organizations to develop relationships within the agricultural community
  13. Attends local regional state and/or national agricultural agency meetings and conferences as deemed necessary by the Migrant Coordinator to promote recruitment and educate the agricultural community about the Migrant Education Program (MEP)
  14. Partners with agricultural agencies to collect agricultural data and trends to process and disseminate to all Region district MEPs to improve Migrant identification referral process
  15. Assists other Migrant Program personnel as needed
  16. Performs additional duties as required under grant
  17. Maintains professional relationship with clients and vendors
  18. Follows established ESC telephone protocol
  19. Travels as a part of job responsibilities
  20. Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the service area director A functioning cell phone means that it is charged activated messages checked and mailbox emptied regularly
  21. Reports for work ready to perform responsibilities
  22. Performs duties that directly and/or indirectly impact student performance in Region
  23. Maintains a professional level of confidentiality regarding all ESC matters
  24. Supports the mission goals and objectives of the ESC strategic plan
  25. Upholds and adheres to safety rules and policies of the ESC safety program
  26. Performs professional responsibilities as required by ESC policies processes and procedures
  27. Manages time calendar and job responsibilities to meet deadlines
  28. Meets proficiency levels of required technology skills as outlined by supervisor
  29. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor
  30. Performs other duties as assigned
