Job Description:
Reporting to the Director of Employee and Labour Relations the Manager Employee and Labour Relations provides leadership and direction to the labour and employee relations team. As a resource to all levels of management the Manager will ensure that appropriate action is taken with respect to a wide variety of issues that support the Colleges strategic plan including but not limited to: collective agreement and labour law interpretation progressive discipline and termination human rights complaints workplace harassment investigations mediation of workplace conflict employee conduct issues and management advisory issues in general.
The Manager will foster constructive and cooperative working relationships with the Faculty and Support Staff unions and other internal and external stakeholders in order to ensure a fair and equitable approach to employee and labour relations.
The Manager will act as a key advisor providing labour and employee relations guidance to various cross College committees. In addition the role will support the Colleges transformation toward data analytics digitization and AI in labour and employee relations practices enhancing decisionmaking and operational efficiency. The Manager represents the College at rights arbitration proceedings and other employment related hearings.
The Manager provides coaching and formal training to all levels of management to improve their knowledge of employee and labour relations.
The Manager is a member of the Human Resources Management team and provides support and guidance on strategic initiatives undertaken by the department ensuring a proactive and forwardthinking approach to labour and employee relations.
Required Qualifications:
Minimum four 4 year degree Human Resources Management Industrial Relations Psychology Social Science or equivalent.
Certified Human Resources Professional (CHRP designation) is required. Certified Human Resources Leader (CHRL designation) an asset.
Advanced Alternative Dispute Resolution Training would be considered an asset.
Formal Investigator Training would be considered an asset.
Minimum nine 9 years experience in a unionized work environment providing labour relations counsel coaching and guidance to all levels of management with preference given to those with managerial experience.
Demonstrated experience in dealing as an advocate in grievance/arbitrations and managing the grievance/arbitration process.
The incumbent must possess empathy tact diplomacy and respect confidentiality.
Experience in an educational workplace or legal setting would be an asset.
Knowledge of HR management practices procedures and principles to provide complex conceptual and interpretive advice.
Exceptional negotiation human resource management and conflict resolution skills
Firm knowledge of Labour Relations protocols
Ability to work effectively in a complex multiunion collegial environment.
The incumbent must have knowledge of:
Collective agreements and collective bargaining processes
Terms and conditions of employment for nonunionized staff
The Labour Relations dispute resolution systems and processes including rights arbitration.
Provincial legislation related to employment and labour law specifically:
The Employment Standards Act
The Ontario Human Rights Code
The Ontario Labour Relations Act
The Ontario Occupational Health & Safety Act
The Colleges Collective Bargaining Act
Application of common law principles and contract law in the employment context
Case management principles
Conflict resolution principles
Mediation principles
Arbitration Decisions/Grievance and Arbitration Processes
Investigation training
Must possess sound decision making planning and management skills.
Conflict resolution and mediation skills
Ability to work in stressful situations.
Excellent communication and interpersonal skills
Respect for a strict code of confidentiality and ethics.
