Job Description

Overview:

Under management from the Deputy Director of the Office of Youth Employment and Opportunity (YEO) the Grants Budget and Development Manager is responsible for managing all grant related initiatives monitoring the department budget overseeing fiscal and stewardship responsibilities and creating opportunities for funding and development to support programs services and activities.

The Grants Budget and Development Manager is an integral part of the YEO team who will primarily support the management of local state and federal grants expand the departments ability to provide grant funding to local 501(c)3 nonprofit organizations for youth and young adult jobs and workforce readiness civic engagement and partnerships and support the department in improving internal financial governance by evaluating and optimizing the current budget and youth funds.

The position is designed for a highly detailed and process thinker with strong analytical accounting communication organizational and research skills and the ability for building relationships experience overseeing grant funding budget management and a commitment to youth young adults workforce development and civic engagement.

Responsibilities:

Grant Management

  • Serve as the primary point person to search apply and manage grant contracts both as a grantee and grant funder.
  • Prepare and monitor budgets for all grant submissions.
  • Work with the department director to develop Memorandum of Agreements for grant partners and subcontractors.
  • Monitor the disbursement of grant funding to partners and subcontractors.
  • Review SuccessLink Grant Partner applications and supporting financial documents.
  • Coordinate Grant Partner convenings and orientations.
  • Maintain regular communication with grant partners and any subcontractors.
  • Manage the collection of participant data payroll registers and other critical documentation to monitor grant funding.
  • Coordinate the return of unused grant funds back to the City of Boston.
  • Manage all grant funding requirements as a grantee or subcontractor (i.e. reports payroll timesheets budget alignment expenditures etc..
  • Lead the departments proposal development and applicant release of any and all youth workforce development grants.

Budget Coordination

  • Work alongside the department director to manage the department budget (general funds external funds and capital funds).
  • Prepare budget reports as needed and monitor the reporting of metrics and performance indicators.
  • Ensure internal deadlines are developed to manage budget expenditures.
  • Coordinate individual teams budgets for each department work area.
  • Develop and monitor the internal budget calendar and internal tracking system to better forecast manage and control department spending.
  • Work closely with the Office and Operations Manager to align the budget with the purchasing and procurement procedures and develop an internal procurement process to streamline inquiries and increase the effectiveness of items and services.
  • When necessary advocate and plan for fiscal adjustments and justifications to support the work.
  • Ensure the involvement of leadershiplevel staff in the budget process.

General

  • Ensures appropriate technical assistance is offered to all grant partners.
  • Supervise the parttime grant and data specialist.
  • As needed supports and participates in general youth engagement and employment activities events and special projects.
  • Performs related work as determined by the Director of Youth Engagement and Employment and/or delegate.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Three 3 to four 4 years of fulltime or equivalent parttime professional experience working in the public sector or with youth service providers in an administrative capacity is required. Supervisory experience is a plus.
  • A bachelors degree is strongly preferred in accounting business administration or a related field.
  • Professional experience with financial management accounts payable and budgeting software and systems.
  • Ability to collaborate with executive leadership and internal and external partners at the local state and federal levels.
  • Ability to take initiative manage change adapt to the changing demands of the department and drive forward the departments strategies and goals.
  • Ability to work on multiple projects simultaneously while maintaining attention to detail is required.
  • Proficiency with software such as MS Office Financial Information Systems Project Management systems etc.
  • Demonstrated ability to communicate effectively orally and in writing with a diverse range of people including constituents staff partners funders and city personnel.
  • Demonstrated ability to establish and maintain effective working relationships with subordinates peers superiors and public and private representatives.
  • Demonstrated ability to work with limited direct supervision and perform assigned duties in an accurate timely and professional manner.
  • Must be able to attend evening and weekend meetings or events as required.
  • Ability to exercise good judgment and focus on detail as required by the job.
