Description / Position Overview

HR Analyst II Organizational Development (OD)


The City of Colorado Springs is seeking a skilled and motivated HR Analyst II to support Organizational Development (OD). This position plays a key role in implementing training programs facilitating employee development efforts and providing technical support to advance workforce planning and performance management. The HR Analyst II will collaborate across departments to enhance organizational effectiveness promote inclusive workplace practices and support the Citys talent management strategies.

As an HR Analyst II you will:
  • Organizational Development & Training:Assist in the design implementation and facilitation training programs that support employee development leadership growth and performance management.
  • Program Administration:Assist in the development and of OD programs ensuring alignment with organizational goals and strategic initiatives. Plan an annual calendar and write communications on training performance management and other topics for release.
  • Learning Management System (LMS) Management:Support thedesign and maintenance of training content track participation and coordinate training schedules. Utilize SharePoint to build and maintain an online presence of resources for employee use.
  • Talent Management Support:Partner with HR Business Partners (HRBPs) and department leaders to support performance appraisals succession planning and leadership development efforts.
  • Employee Engagement & Communications: Assist in developing and distributing communications related to OD training and organizational culture initiatives
  • Workforce Analytics & Reporting:Assists with needs assessments analyze workforce trends and provide recommendations to enhance organizational effectiveness.
  • Project & Event Coordination:Support special projects workshops and engagement events to foster an inclusive and supportive work environment.
  • Operational Efficiency:Identify opportunities for process improvements that enhance employee development and organizational effectiveness.
  • Exceptional Customer Service:Provide outstanding support to employees managers and stakeholders fostering a culture of learning and professional growth.

Relevant Knowledge Skills and Abilities


Knowledge of:

  • Training design facilitation techniques and workforce development strategies.

  • Workforce analytics data collection and reporting methodologies.

  • HR systems including Learning Management Systems (LMS) NeoGov and PeopleSoft.


Ability to:

  • Analyze data to inform program decisions and measure effectiveness.

  • Collaborate across departments to support HR and Citywide.

  • Communicate clearly and concisely both orally and in writing.

  • Manage multiple projects and meet deadlines in a fastpaced environment.
