The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Design Manager with the Division of Business Services Office of Professional Development. The Design Manager is responsible for managing the personnel daytoday functions and strategic planning of Division courseware development for the Office of Professional Development (OPD) within the Department of Economic Security (DES). This position manages all aspects of the instructional design process through a team of employees responsible for project planning designing developing implementing and evaluating training material that meets both training industry and established DES standards. This position performs administrative functions related to supervising employees writing reports and project plans sending correspondence to direct reports management and internal or external partners and overseeing the documentation tracking evaluation and reporting of data specific to the position.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meetings of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
Supervises a team of instructional designers in planning designing developing and maintaining training courses for all DES employees by using a variety of media. Utilizes the approved instructional systems design model to ensure effective training and uses training technology to develop and deliver learning products.
Prepares Consults and collaborates with training partners at all levels of the organization to ensure training meets stated DES objectives.
Evaluates training to assess training impact. Communicates evaluation data to stakeholders and modifies training based upon evaluation data.
Ensures course materials are complete for launch and meet OPD quality standards. Communicates with stakeholders and provides support following course launch as needed. Works closely with internal and external partners to implement and maintain training objectives.
Knowledge of:
Adult learning principles learning management systems; authoring tools such as captivate; survey instruments; applicable Federal and State laws and regulations.
Project management and planning concepts and practices
Collaboration and social media platforms such as SharePoint
Phillips ROI Model preferred.
Skills in:
Problem analysis research and resolution.
Group dynamics and facilitation.
Instructional system design including distance learning technology.
Establishing and maintaining positive interpersonal relations; oral and written communications and writing and composition.
Ability to:
Adapt and maintain effectiveness when experiencing major changes in work tasks or the work environment.
Work within a new culture; learn Federal and State guidelines policies procedures and rules related to Division services.
Become knowledgeable in mainframe case management and related performance measures.
Make customers and their needs primary focus and develop and sustain productive customer relations.
Effectively manage time and resources to ensure work is completed efficiently and set high standards of performance for self and assume responsibility and accountability for successfully completing tasks.
The ideal candidate for this position will have:
Bachelors degree or higher in an applicable subject area such as Human Resources Development Adult Education Psychology English or similar field.
Experience with Captivate and Adobe Products.
If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who
operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.
Successfully pass background and reference check; employment is contingent upon completion of the abovementioned process and the Agencys ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the LongTerm Disability (LTD) program after a 27week waiting period. The ASRS defined benefit plan provides for lifelong income upon retirement.
