The expected starting base salary for this position is $121764 $127853 annually depending on a variety of factors including qualifications and experience. Our office is closed for the 11 statutory holidays in B.C. as well as Easter Monday and Boxing Day.

What youll be doing

Reporting to the Director Business and Program Transformation (BPT) the Policy Consultant (PC) conducts policy research and prepares analyses related to nursing and midwifery standards of practice other organizational and board policies and contributes to integration of policy within the Inquiry Discipline & Monitoring (IDM) program and in harmony with Regulatory Policy & Programs (RPP). The PC plans develops implements evaluates a broad range of policy initiatives specific to IDM legislated requirements and in alignment with the Health Professions and Occupations Act (HPOA) using a wide range of strategies. The Consultant is also responsible for supporting the communication of IDM policies to staff registrants and other key partners.

Key responsibilities include:

  1. In consultation with the Director BPT plans develops and evaluates policy to ensure Registered Midwives Registered Nurse Nurse Practitioner Licensed Practical Nurse and Registered Psychiatric Nurse Standards of Practice and other organizational and Board policies reflect best practice in regulation complaints management.
  2. Reviews analyzes synthesizes and responds to proposed policies regulations and legislation from other regulatory bodies government and other organizations to ensure alignment. Flags issues and brings forward concerns in relation to nursing and midwifery practice and regulation.
  3. Leads project planning and initiatives related to IDM policy development. Ensures project parameters of scope schedule and quality are successfully delivered.
  4. In consultation with the Director BPT collaborates with the Policy & Integration team on policy development projects and program design and implementation from start to completion.
  5. Prepares reports briefing notes presentations and correspondence related to IDM policies and mandate for Executive Director/Deputy Registrar CEO/Registrar Leadership Team or Board approval as appropriate.
  6. Identifies key issues affecting nursing and midwifery practice and services related to IDM complaints and develops departmental policies and procedures and other resources to respond to issues.
  7. Uses a variety of methods to conduct research into key IDM issues and policies and prepares analyses of research findings.
  8. Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenousspecific racism in BCs health care system.
  9. Fosters and maintains an organizational culture that promotes equity diversity and inclusion mutual respect teamwork and service excellence.

Your education & skills

  • Masters degree in a healthrelated field preferably in nursing or midwifery or a bachelors degree in a health or legalrelated field combined with additional education and experience in policy development administrative justice conflict analysis or complaints management.
  • 7 to 10 years of experience and evidence of increasingly complex roles. Experience with policy development with a comprehensive knowledge of health regulatory and professional practice issues.
  • Broad knowledge of health systems and ability to apply research processes and methods in policy development recognize and evaluate trends and critically evaluate programs and policies.
  • Welldeveloped leadership and facilitation skills and excellent communication skills both oral and written. Demonstrated strength in interpersonal and organizational skills.
  • Proven project management skills and understanding of change management processes. A broad understanding of the health regulatory environment is preferred.
  • If nurse must hold practicing registration in good standing with BCCNM or be eligible and obtain practicing registration upon hire with BCCNM. If a midwife must hold practicing or nonpracticing registration in good standing with BCCNM.
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts including social economic political and historical realities impacting Indigenous communities and knowledge of Indigenousspecific antiracism and accompanying reports (e.g. The Truth & Reconciliation Commissions 94 Calls to Action 2015 the In Plain Sight Report 2020 and Reclaiming Power and Places Calls for Justice 2019 is an asset.
  • Demonstrated understanding of equity diversity inclusion and cultural humility as they apply to health care is an asset.
