Responsibilities

  • Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
  • Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering documenting and analyzing business needs and requirements.
  • Prepares and advises on business analysis policies processes best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.


General Skills

  • Leads and conducts business analysis in order to assess client s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.
  • Applies reengineering concepts to promote business improvements through alternative and cost effective service delivery approaches Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project aligning with Unified Project ManagementMethodology Enterprise Architecture and Gating Process and Standard Systems Development Methodologies Develops strategies prepares business cases and cost benefit analysis and conducts feasibility studies for business I&IT initiatives Develops sound processes for requirements gathering including but not limited to JAD sessions interviews mockups etc.
  • Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and nonfunctional requirements definitions for assigned projects Monitors progress resolves problems and reports regularly to I&IT management and stakeholders.
  • Develops performance measures and traceability matrices for business analysis evaluation and conducts followup.
  • Experience developing strategies preparing business cases and costbenefit analysis.
  • Experience conducting requirements gathering developing documentation including presentations and briefing notes and conducting stakeholder engagement.
  • Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope Awareness of emerging I&IT trends and technologies.
  • Excellent analytical problemsolving and decisionmaking skills; verbal and written communication skills; interpersonal and negotiation skills
  • A team player with a track record for meeting deadlines


Desirable Skills

  • Experience in the use of information retrieval packages
  • Knowledge and understanding of Information Management principles concepts policies and practices
  • Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
  • Experience with a wide range of methods tools and techniques for business analysis such as: business functional modelling business event modellingbusiness process mapping
  • Experience in structured object oriented and agile methodologies for user requirements
  • Experience developing performance measures for business analysis evaluation and subsequent followup
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards


Requirements

Responsibilities / Assignment Deliverables

The Senior Business Analysts will work closely with the Business Team Business Architect Systems Architect Technical Architect Development Team and Project Manager to ensure completeness of requirements and full understanding of business expectations. Sr. Business Analyst will generate artifacts that demonstrate how business operations and systems inter operate within the organization to support new correspondence business processes. In this period the Sr. Business Analyst will deliver the following:

  • Detail Business Requirements
  • Screen Design/User Interface
  • Check Point 012 material
  • Business Process Models
  • Business Scenarios
  • Business Rule Profiles
  • Business Domain/Function Model (breakdown)
  • Business Domain Concept/Class Model
  • System Functional Requirements (including use cases)
  • Supplementary Specifications
  • Other business domain artifacts as per GOITS 56 Enterprise Architecture
  • Support the development of Business Architecture
  • Support the completion of the Threat Risk Assessment
  • Support the development of Logical Architecture Artifacts
  • The Senior Business Analyst will also conduct sessions to verify the artifacts evaluate technologies and create the artifacts that demonstrate how business operations and systems interoperate within the organization to support new correspondence business processes.


Required Skillset:

  • Candidate should have 10 years experience in business analysis and modeling
  • 10 years experience in applying business modeling techniques/tools in a way that the developed artiacts can be reused and leveraged for multiple projects
  • Experience in the following areas:
  • Development of business strategies
  • Business process reengineering
  • Business case development and costbenefit analysis
  • Feasibility studies
  • Joint Application Development (JAD) facilitation
  • Process improvement
  • System enhancements
  • User training
  • Screen Design (GUI Designer Balsamiq & Figma)
  • Experience in structured object oriented and agile methodologies for usersrequirements elicitation and the development of specifications
  • Experience in UML (Unified Modeling Language)
  • Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope (e.g. Sparx Systems Enterprise Architect CASE tool)
  • Proven ability to support the client in development of presentation materials briefing notes etc. related to the project.
  • Ensure that the artifacts are aligned with the enterprise architecture standards and principles (i.e. GOITS 56)
  • Good understanding of OPS corporate policy development and communications business processes and general practices
  • Good understanding of the components of the Government of Ontario s senior level reporting as it exists today and the types of decisionmaking tools used such as correspondence communications planning issues/briefing notes FOI requests and financial and HR reporting.
  • Experience working on a Document Management System or/and Customer Relationship Management System (CRM) andor Talent Management (TM) or Human Resources Management System (HRMS) would be considered an advantage.
