Job Position
Systems Architect - 1
Systems Architect leads the design and development of next generation internal business systems. Possesses experience software design and development with a focus on the integration of internal business systems across multiple functional areas, notably finance/accounting, financial transaction processing, etc. In addition, with packaged systems evaluation, selection and implementation in the areas of Finance, Accounting and/or ERP systems. Possesses experience in design and integration of business applications and enterprise IT infrastructure. Designs IT infrastructure components and architecture. Experience with design and development of custom modules/solutions and the integration of these components with packaged solutions. Proven methodology experience for complex systems integration projects and demonstrated ability to achieve deliverables on time and on budget. Systems Architects capabilities with 8 or more years of experience. relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

Systems Analyst Specifics:
The contract developer will implement, support, maintain and enhance the County Highway Expenditure Microcomputer System (CHEMS) and CHEMS-PRO (GUI version) that is In the process of being implemented. The individual needs to be familiar with WisDOT, DTSD, Bureau of Highway Operations (BHO) project and activity accounting and business practices.

The individual will also have an extensive background in software analysis, design, development, testing and implementation. The candidate will have a broad range of networking infrastructure knowledge and experience. Great communication skills, problem solver attitude and the ability to work independently are required.
The contract developer is expected to provide. or be able to perform, the following to support the existing CHEMS system:

phone. electronic and on-site support for fifty counties within the State of Wisconsin.
New county software installations with one-on-one training.

Participation in State-wide meetings to support and enhance CHEMS.
Power Point presentations to small and large groups.
Software and system enhancements to the existing Advanced Revelation (AREV 3.12) database system govemed by the CHEMS Board of directors.
Specialized programming dictated by BHO business needs.
Advanced Revelation (AREV) export programs to transfer data out of CHEMS.
WEB site updates for program changes and information.
Travel within the State of Wisconsin on short notice.

The contract developer must have extensive knowledge of the platform and software to support the AREV CHEMS software package. At least 10 years of experience is required in the following areas:
IBM Desktop Hardware, MSDOS, MS Windows including Vista.
Novell Netware , IPXITCP, Windows 2003 Server.
Advanced Revelation (AREV) version 3.12 programming language.
HTML Authoring, FTP management and NNTP communications.

The contractor must also have extensive knowledge of the CHEMSPRO (Windows GUI version) target platform and software development tools. At least 8 years of experience is required in the following platforms, connectivity and software:
IBM Desktop, MS Windows, WinAPl, WinlNET / SAPI / ASTA / SSL connectivity
Windows 2003 Server, oracle RDBMS, SQL Net, TCP, FTP, HTTP, HTTPS
Delphi Enterprise Version 6 thru 2007, ASTA, DOA, W0112Woll, Reportbuilder
PLSQL Developer, PVCS, Pack4Web, InstallAware
