Job Description:

This is a temp role (non-union) to cover parental leave from July 6 2026 to October 30 2027 with the possibility of extension.

Position Purpose Summary:

The Treatment Assistant Manager Mens Program is responsible for oversight of Harbour Lights bed-based substance use treatment and recovery services for adult men. They supervise the Mens Treatment counselling and support staff program implementation and administrative functions.

The Assistant Manager Mens Program will work closely with the Treatment Program Manager and act in all respects as the Mens Program Manager in their absence. They will work collaboratively with the Assistant Manager Womens Program and provide supervisory support to the Womens Program in their absence.

Accountabilities:

The incumbent is responsible for the following range of job duties characteristic or typical of the job class:

PROGRAM ADMINISTRATION:

  • In conjunction with the Treatment Program Manager develops and supervises operating policy and procedure for program and operational requirements

  • In collaboration with the Assistant Manager Womens Program coordinates Treatment staff meetings including preparation of agendas and minutes and creates and distributes monthly program rosters

  • Assists the Treatment Manager with Accreditation program planning and evaluation and other evaluation and reporting processes required by The Salvation Army and/or funders

  • Works with the Treatment Manager finance staff and senior leadership to ensure all reporting obligations are fulfilled for government funding partners and/or donors

  • Ensures compliance with Community Care licensing and funder requirements including incident reporting

  • Maintains and audits the department safe in conjunction with the Senior Accountant

  • Handles and ensures the protection of extremely confidential and sensitive employee client and program files including financial documentation

  • Opens and distributes in-coming mail and parcel(s) and processes out-going mail including materials of a confidential nature.

  • Orders office supplies medical supplies (such as Urinalysis and Breathalyzer tips) Client workbooks and bus tickets

PROGRAM OPERATIONS

  • Assists the Treatment Manager with case management ensuring that professional clinical practices are in place to provide superior client care with respect to intake counselling support referral networking and other services including appropriate use of rehabilitative and disciplinary measures.

  • Reviews database and file entries to ensure proper records and files are maintained for each client make sure counsellors write progress and in-depth reports and provides information on the outcomes of the program and the progress of each client.

  • Oversees the Harbour Light Treatment Alumni Program or delegates this to appropriate staff

  • Collects reports and reviews statistical information for the Mens Program to better evaluate program needs and guide its ongoing development

  • May provide short-term emergency coverage for group counselling in the absence of Treatment staff

  • Participates regularly in the Reflections schedule and attends graduation ceremonies and other important milestones and seasonal activities

  • Participates in or delegates the conduct of allowable physical searches of client rooms; maintains appropriate records of searches.

MEDICATION MANAGEMENT:

  • Acts as primary contact for Pharmacists and organizes medication training for new staff

  • Acts as liaison between Harbour Light clients pharmacy and Treatment Doctor

  • Represents the Mens Program at Medication Safety Advisory Committee meetings; shares responsibility for scheduling agendas and minutes with the Assistant Manager Womens Program

  • Ensures proper use of the Medication Room including correct stock regular audits disposal of old medications client confidentiality and correct documentation (including MAR sheets)

  • Approves funding for medication for Treatment clients

  • Completes monthly/bi-weekly carries review

  • Reviews and adjusts policies and procedures on medication management as needed

  • Addresses issues pertaining to medication management processes and procedures as needed

  • Assists clients applying for Pharmacare

EMPLOYEE RELATIONS:

  • Primary point of contact for Mens Program clients and staff for problem-solving concerns complaints and as liaison between staff and upper management

  • Supervises frontline staff for the Mens Program including coordinating their hiring orientation training evaluation and performance management; escalates issues to Manager as needed

  • In collaboration with the Treatment Program Manager and Human Resources manages HR-related local matters between/amongst staff and/or clients including coaching or discipline of staff.

  • Responsible for processing payroll for frontline staff in the Mens Program including tracking absences vacations lieu days leave of absences etc. and reviewing vacation sick and lieu day requests for approval

  • In conjunction with HR Advisor and Treatment Program Manager follows up with WorkSafeBC reports and claims and other incident reports.

  • Coordinates team building and training for Treatment Program staff

INTERNAL & COMMUNITY NETWORKING:

  • Participates in management meetings and interdepartmental meetings

  • Ensures staff and clients are aware of spiritual resources including Reflections Chaplaincy services Sunday worship etc. and that clients are assisted by staff in accessing Chaplaincy services

  • Identifies and pursues opportunities for community networking and program improvement

  • Engages with outside providers and stakeholders to promote the Treatment Program

  • May represent Harbour Light at community events including information fairs conferences etc.

  • May oversee practicum students and volunteers including their orientation process

Performs other duties as assigned

WORKING CONDITIONS:

  • Hours of Work: Monday to Friday 8:00 a.m. to 4:00 p.m. This includes 7.5 paid hours and 0.5 hours unpaid lunch break.

  • The Assistant Manager is on-call 24/7 for emergency matters affecting departmental staff and clients. The on-call schedule rotates between the Manager and two Assistant Managers typically on a weekly basis.

  • The Assistant Manager works in an office within the residential substance use community care facility located in the downtown eastside of Vancouver.

  • This position requires 0-10% travel as this position may occasionally support VHL at community fairs/events within the Lower Mainland.

  • The position involves generally agreeable conditions; however risks may include:

    • Physical or verbal aggression from others (e.g. angry people people in crisis etc.)

    • Possible exposure to drugs alcohol weapons or other prohibited items

    • Possible exposure to sharp objects (i.e. needle sticks knives and other weapons)

  • The Assistant Manager must follow precautionary measures and all health & safety policies including but not limited to:

    • Universal precautions

    • WHMIS Mental Health First Aid and Non-violent Crisis Intervention training

    • Proof of immunization for Hepatitis B and Tuberculosis; proof of TB testing (licensing requirement); proof of vaccination against COVID-19 (Provincial Health Order requirement)

Education Qualifications and Certifications:

  • Post-secondary diploma in Social Services Psychology Coaching or related field.

  • Membership in good standing with a Canadian counselling certification body holding a designation such as ICADC RCC RPC or equivalent is a strong asset.*

  • Ability to receive enhanced federal reliability status to work with federal correctional clients

  • Current Certification or willingness to obtain certification in:

    • First Aid/CPR

    • Non-Violent Crisis Intervention (or equivalent)

    • Mental Health First Aid

  • Documentation confirming compliance with the Provinces immunization and tuberculosis control program per Residential Care Regulations

  • Proof of COVID vaccination as required by the current version of the Hospital and Community (Health Care And Other Services) Covid-19 Vaccination Status Information And Preventive Measures Provincial Health Order

*Please note: candidates who are working towards a counselling certification may be considered based on demonstrated equivalent combination of significant skilled knowledge relevant professional experience and lived experience.

Experience and Skilled Knowledge Requirements

  • At least three years of related experience

  • At least two years of experience in recovery-focused substance use/addiction treatment services

  • At least one year of related supervisory experience preferably in a unionized environment

  • Comprehensive knowledge of evidence-based trauma-informed practices in addictions treatment the principles of recovery and motivational interviewing

  • Experience in a community care licensed facility is an asset

  • Lived experience is an asset; a minimum of three (3) years of stable recovery

Skills and Capabilities:

  • Criminal Record Review Program clearance to work with vulnerable adults

  • Strong interpersonal skills including coaching and/or conflict resolution skills

  • Ability to communicate effectively and professionally in writing and verbally in English

  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility

  • Strategic thinking and planning creative and collaborative problem solving

  • Clear consistent and values-oriented decision-making

  • Strong skills in Windows Microsoft Word Excel Outlook and client database systems

  • Experience with UltiPro Workday or other HRIS is a significant asset

  • Experience with CAMS (Case Administration Management System) is a significant asset

Compensation:

The target hiring range for this position is $58531.20 to $73174.40 with a maximum of $87817.60.

Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
