Job Summary

Description
Scope
- The Project Manager / Project Leader provides integrated project management leadership for assigned enhancements of the Office of the Public Guardian and Trustee (OPGT) Modernization program including functionality intentionally sequenced beyond the Minimum Viable Product (MVP).
- The role is responsible for planning coordinating and overseeing delivery activities across defined workstreams and blended teams of internal and vendor resources. This includes managing schedules dependencies risks and issues as well as coordinating and optimizing the use of assigned resources to ensure successful execution in alignment with approved scope timelines and governance.
- Strong stakeholder engagement and communication skills are critical to success. The Project Manager / Project Leader works effectively with business leaders delivery teams and external partners conveying complex delivery issues clearly and confidently facilitating decision making and maintaining alignment across diverse stakeholders.
- The role requires a proactive and adaptive leadership approach with the ability to navigate ambiguity manage delivery in evolving or uncertain conditions and identify and mitigate risks before they impact outcomes. Accountability is limited to delivery execution within the assigned scope and does not include ownership of funding approvals procurement authority or responsibilities associated with initial solution delivery.
Assignment Deliverables
- The Project Manager / Project Leader will be accountable for delivering the following outputs in support of assigned enhancements of the OPGT Modernization program:
- Integrated Delivery Planning
- Develop and maintain a detailed integrated delivery plan for assigned workstreams including tasks milestones dependencies and resource considerations.
- Ensure plans remain responsive to iterative or agile delivery approaches while supporting day to day tracking of activities and progress.
- Execution and Coordination
- Coordinate delivery across internal teams and external vendors including tracking activities and milestones associated with vendor deliverables.
- Support execution of system integration testing deployment and stabilization activities to ensure delivery continuity and readiness.
- Status Reporting and Governance Support
- Prepare regular (e.g. weekly bi weekly and ad hoc) delivery status reports covering progress risks issues and dependencies.
- Present delivery status risks and recommendations to stakeholders and governance forums as required.
- Risk and Issue Management
- Proactively identify assess and manage delivery risks and issues across assigned workstreams.
- Escalate high impact risks and issues with recommended mitigation strategies in a timely and structured manner.
- Transition and Knowledge Transfer Support
- Support transition planning and handover activities to operational teams to enable sustainable post implementation support and continuity.
A Note on the VOR Master Service Agreement:
- The VOR Master Service Agreement expires on April 5 2027 and includes a six (6)-month survival clause allowing the Statement of Work (SOW) to continue if operationally required until October 5 2027. Extension(s) are only allowed using unused days and/or funds remaining on the contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. JTS may exercise its option(s) to extend the SOW beyond April 5 2027 in accordance with the survival clause.
- The start date is subject to change based on security clearances and contract signing timelines.

- Project Management Expertise
- Strong knowledge of project management best practices tools and delivery frameworks including agile waterfall and hybrid approaches.
- Proven ability to manage complex delivery plans with multiple dependencies across diverse cross functional teams that do not report to a single authority.
- Enterprise IT Delivery Experience
- Experience managing the delivery of large scale digital or I&IT initiatives including system integration testing and user acceptance activities.
- Familiarity with Microsoft Dynamics 365 Customer Engagement (CE) and/or Finance & Operations (F&O) based solution environments is considered an asset.
- Risk Issue and Dependency Management
- Proven ability to proactively identify delivery risks and issues assess impact and recommend effective mitigation strategies.
- Strong capability to manage dependencies across parallel initiatives and coordinate resolution across multiple teams.
- Communication and Stakeholder Management

- Experience working within large highly governed enterprise or public sector environments including compliance with established delivery policies standards and approval processes.
- Familiarity with enterprise digital or I&IT delivery lifecycles including:
- system integration activities
- testing and user acceptance phases
- deployment and post implementation stabilization
- Experience coordinating delivery in environments with multiple stakeholders vendors and parallel initiatives where formal governance sequencing and dependency management are required.
- Awareness of toolsets commonly used in enterprise delivery environments (e.g. scheduling issue tracking or DevOps tools such as Azure DevOps) to support planning tracking and reporting activities.
- Experience supporting delivery in post go live or enhancement driven contexts rather than initial solution build only initiatives.
