About the Role

We are seeking an experienced and values-driven People & Culture Manager to lead Osecas HR function and support our continued growth.

Reporting to the CEO you will provide both strategic and operational leadership across workforce management employee relations WHS organisational development and compliance. This is a hands-on leadership role that plays a critical part in fostering a high-performing positive workplace culture aligned with Osecas values.

Responsibilities:

  • Provide strategic and operational leadership across all People & Culture functions aligning workforce initiatives with organisational goals
  • Lead workforce planning ensuring optimal staffing levels to meet service delivery requirements while managing costs
  • Support organisational growth through program reporting workforce insights and contribution to grant applications
  • Manage HR Industrial Relations payroll-related HR functions and Work Health & Safety (WHS)
  • Lead and develop the People & Development Officer to deliver high-quality HR services
  • Ensure compliance with employment legislation industrial instruments and organisational policies
  • Lead enterprise agreement negotiations and manage employee relations matters
  • Develop and oversee learning and development frameworks to support workforce capability
  • Drive a proactive safety culture ensuring WHS compliance and continuous improvement
  • Oversee injury management workers compensation and return-to-work programs
  • Maintain and enhance HR systems (Employment Hero SharePoint) ensuring data accuracy and system alignment
  • Lead continuous improvement initiatives across HR-related quality and compliance processes
  • Identify assess and manage workforce-related risks in collaboration with the CEO and Senior Leadership Team
  • Contribute to organisational strategy business planning and culture initiatives

Essential Qualifications/Skills:

  • Tertiary qualification in Human Resources or related discipline
  • Minimum 5 years experience in a similar role (ideally in not-for-profit healthcare or community services)
  • Strong knowledge of employment legislation industrial relations and WHS
  • Excellent communication negotiation and stakeholder engagement skills
  • Ability to prioritise in a fast-paced environment and meet deadlines

Essential Requirements:

  • Current WA Drivers Licence
  • National Police Clearance
  • Pre-Employment Health Assessment
