The Queensland Fire Department (QFD) provides fire prevention preparedness and response services to fire in the built and landscape environments as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response including road crash rescue bushfire hazardous material technical and vertical rescue severe weather incidents remote and swiftwater rescue and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR) Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt prevent mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

The Capital Works team leads and facilitates the annual programming and scheduling of allocated projects and related activities to ensure delivery of the departments statewide capital medium and minor works program including the RFSQ portfolio of builds. The team contributes to the strategic planning evaluation and interpretation of relevant legislation and standards to ensure QFD meets whole-of-government building and accommodation requirements and provides specialist building and construction advice to ensure best value capital investment is realised and best practice asset management optimises the useful life of QFD built asset portfolio.
Reporting to the Executive Manager you will be responsible for managing coordinating and delivering a diverse range of RFSQ capital works projects. You will ensure complex matters such as property and infrastructure planning and options analysis are comprehensively developed including budget and funding and contract management are appropriately facilitated. You will work collaboratively with RFSQ business leads and key stakeholders to develop strategic project plans to ensure timely delivery of assets that achieve fit-for-purpose outcomes through best practice project methodologies and meet operational and organisational objectives.
Mandatory requirements
- Minimum C Class drivers licence (non-restricted).
Highly desirable requirements
- Experience or qualifications in project management and enterprise resource planning systems.
- Experience in developing business improvement strategies within a complex service delivery environment.
- Experience with the use of financial management systems including: processing and maintaining assets processing of accounts payable invoices and organising payments and ledger reconciliations.
Special requirements
- The incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate interstate deployment or travel as required with the possibility of overnight stays.
Your part in the ongoing success of our department in supporting key frontline services will see you responsible for a variety of work including but not limited to:
- Manage and oversee complex project planning and delivery of RFSQ capital works projects (both in the Budget Paper 3 and projects as they arise depending on tenure) including management of contracts and specialist advisor engagements in line with best practice project and departmental frameworks.
- Provide expert pragmatic and evidence-based advice and recommendations to key stakeholders relating to project strategy risk benefits realisation and other impacts to achieve quality outcomes and enhance effective decision making.
- Undertake analysis review and evaluate tenders and estimates including establishing and monitoring budgets cash flows forecasts and programming to ensure clients priorities and RFSQ objectives are achieved.
- Program schedule and monitor capital works projects including managing changes in project scope and costs to ensure the successful completion of projects and timeframes are achieved.
- Develop and implement strategies and tools for the continuous improvement including development and enhancement of the capital investment framework and standard construction designs.
- Manage stakeholder relationships through effective communication negotiation and issues management to ensure they are engaged throughout the project and quality state-wide capital works outcomes are achieved.
- Research prepare and review reports briefs and submissions that address issues within the capital works program and that enhance the ongoing maturity of outcomes delivered in accordance with departmental requirements and governance.
- Represent the department at stakeholder meetings and working groups to provide project briefings and advice and/or address issues that may impact capital works project delivery to ensure quality outcomes are achieved.
